SUMMARY
OF PARTIALLY CLOSED MAY 22, 2025, QUALITY ASSURANCE MEETING WITH FRAMATOME INC. AND THE U.S. NUCLEAR REGULATORY COMMISSION STAFF FOR THE TELEPERM XS COMPACT TOPICAL REPORT (EPID L-2024-TOP-0029)
On May 22, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed hybrid meeting in-person and via Microsoft Teams with representatives from Framatome Inc.
(Framatome), which included both open and closed session discussions. The purpose of this meeting was for the NRC staff and Framatome representatives to discuss the Quality Assurance (QA) aspect of the Framatome ANP-10357P, Revision 0, Teleperm XS (TXS)
Compact Platform Topical Report (TR) review. The meeting notice is available in the NRC Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25142A127.
This meeting was a follow-up to the March 31 - April 4, 2025, audit (ADAMS Accession No. ML24352A156) that was held at Framatomes facility in Paris, France. At the beginning of the meeting, the NRC staff discussed the overall review schedule and planned closed session discussions including audit observations and schedule for issuing Requests for Additional Information (RAIs). After the meeting, the NRC staff issued RAIs by letters dated June 13 and June 16, 2025 (ADAMS Accession Nos. ML25161A164, ML25160A110, and ML25160A168),
related to the equipment qualification and communication review areas. In addition, the NRC staff plans to issue a separate set of RAIs regarding the QA review for compliance to Appendix B Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utilization Facilities, by the end of June 2025. The QA related RAIs will focus on the development and testing of the TXS Compact Platform. During the acceptance review and the audit, the NRC staff requested docketing of a set of supporting documents that will support its review of the TR. Framatome plans to submit a total of 22 supporting documents in a phased approach by the end of June 2025. There were no members of the public in attendance, therefore no questions or comments were received.

During the closed session, the Framatome representatives provided comprehensive details about the TXS Compact Platform QA program including its initial development, audit information on its suppliers, and supporting documentation. The Framatome representatives also answered NRC staffs questions regarding compliance with 10 CFR Part 50, Appendix B QA requirements.
The NRC staff expects that Framatome will provide information on compliance with Appendix B QA requirements regarding the development and testing of the TXS Compact Platform based on ongoing QA activities. The NRC staff plans to have follow-up discussions with Framatome when its QA activities are completed. The list of attendees is enclosed.
