Summary of Request:

EPRI requested the U.S. Nuclear Regulatory Commission to review and approve EPRI Technical Report 3002025288, Enhanced Risk-Informed Categorization Methodology for Pressure Boundary Components, June 2023 (EPRI 2023a) Applicability: All plants licensed under the Atomic Energy Act of 1954, as amended, implementing Title 10 of the Code of Federal Regulation (10 CFR)

L-2023-NTR-0008 Limitations - The NRC staff has identified the following limitations for the use of EPRI TR 3002025288:

(1) When implementing this method as part of a 10 CFR 50.69 program, the licensee must review key assumptions and sources of uncertainty in the context of the application as part of Prerequisite 4.1.1.

Conditions - The NRC staff has identified the following condition for an applicant to reference EPRI TR 3002025288 in a LAR:

(1) As part of LAR to implement the passive categorization methodology in EPRI TR 3002025288, licensees shall clearly state that they meet the prerequisites for its use.

For Prerequisite 4.1.2, the licensee shall identify and describe the programs that are relied upon to meet the associated requirements to a degree consistent with the examples in EPRI TR 3002025288. If there are deviations from the given examples, the licensee shall provide additional justification as to why the licensees programs are considered to be an equally robust mechanism for ensuring pressure boundary integrity.
