This was an Observation meeting in which attendees had an opportunity to observe the U.S. Nuclear Regulatory Commission (NRC) performing its regulatory function or discussing regulatory issues. Attendees had an opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting; however, the NRC was not actively soliciting comments toward regulatory decisions at this meeting.

Purpose of the Meeting:

To discuss the NRC's staff's sufficiency gaps in EPRI Report 3002025288, Enhanced Risk-Informed Categorization Methodology for Pressure Boundary Components.

General Details:

The NRC staff held a public, observational meeting with EPRI representatives to discuss the NRC's staff's sufficiency gaps in EPRI Report 3002025288, Enhanced Risk-Informed Categorization Methodology for Pressure Boundary Components. The meeting began at 10:00 am and ended 4:00 pm. There were thirty-seven NRC staff members, eight EPRI representatives, two Nuclear Energy Institute representatives, eight industry members, and three members of the public or individuals who did not identify an affiliation. The meeting began with introductions of the NRC staff and EPRI representatives.

Summary of Meeting:

The NRC staff began the meeting by identifying key messages:

1.

What is meant by a detailed technical basis, why having one documented is essential to start a detailed review of the TR, and the path forward to getting to one.

2.

An adequate, detailed technical basis is necessary to answer the whys of the proposed methodology.

3.

Answering the whys of the proposed methodology is not only essential for the current review, but for the use of the methodology going forward.

The NRC staff and EPRI representatives held a detailed discussion of the whys:

Why is this criterion written exactly this way?

EPRI representatives stated that they understand the NRC staffs questions and concerns and will provide a supplement to the EPRI Report 3002025288 by June 14, 2024.

The NRC staff will prepare and issue a meeting summary.
