Palo Verde Nuclear Generating Station Units 1 Relief Request 76-Proposed Alternative for Pressurizer Lower Shell Temperature Nozzle Life of Repair (EPID L-2025-LLR-0047)
By letter dated April 23, 2025 (Agencywide Documents and Access Management System Accession No. ML25113A296), Arizona Public Service Company (the licensee) requested relief from the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI, 2013 edition, and Code Case N-638-10, Similar and Dissimilar Metal Welding Using Ambient Temperature Machine GTAW [Gas Tungsten Arc Welding] Temper Bead Technique,Section XI, Division 1, for Palo Verde Nuclear Generating Station, Unit 1.
Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z)(1), the licensee submitted for U.S. Nuclear Regulatory Commission (NRC) review and approval Relief Request 76 to support a repair of the pressurizer lower instrument nozzle RC-023 (V208) on the basis that the proposed repair will provide for an acceptable level of quality and safety for Operating Cycle

In accordance with NRC's process as described in LIC-109, "ACCEPTANCE REVIEW PROCEDURES," the NRC staff has performed an acceptance review to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has concluded that the subject alternative request does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed alternative request in terms of regulatory requirements and the protection of public health and safety and the environment. If needed, the NRC staff may request additional information to complete its technical review.
Based on the information provided in your submittal, the NRC staff has estimated that this review will take approximately 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> to complete. The NRC staff expects to complete the review of this Relief Request by April 30, 2026, or earlier. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the application, and they could change, due to several factors including requests for additional information.
