VIRGIL C. SUMMER NUCLEAR STATION, UNIT 1 - NOTICE OF AVAILABILITY OF FINAL SUPPLEMENT 15, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (EPID NUMBER: L-2023-SLE-0003) (DOCKET NUMBER: 50-395)

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final supplemental environmental impact statement (SEIS), issued as NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 15, Second Renewal, Regarding Virgil C. Summer Nuclear Station, Unit 1, Final Report, regarding the subsequent renewal of Renewed Facility Operating License No. NPF-12 for an additional 20 years of operation for Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer). The Agencywide Documents Access and Management System (ADAMS) accession number for the final SEIS is ML25128A160. ADAMS is accessible from the NRC website at http://www.nrc.gov/readingrm/adams.html.

As discussed in chapter 4 of the final SEIS, the NRC staffs recommendation is that the adverse environmental impacts of subsequent license renewal (SLR) for V.C. Summer are not so great that preserving the option of SLR for energy-planning decisionmakers would be unreasonable.

This recommendation is based on: (1) the environmental report submitted by Dominion Energy South Carolina, Inc.; (2) the NRC staffs consultations with Federal, State, Tribal, and local government agencies; (3) the NRC staffs independent environmental review, which is documented in Supplement 15, Second Renewal, to NUREG-1437; and (4) the NRC staffs consideration of public comments.

The NRC staff has prepared a Federal Register (FR) Notice of Availability to advise the public that the supplement is publicly available. A separate Notice of Availability of the final SEIS will be placed in the FR through the U.S. Environmental Protection Agency (EPA). The minimum 30-day public review period end date is calculated from the date on which the EPA notice is published in the FR. We expect both notices to be published on May 16, 2025.
