VIRGIL C. SUMMER NUCLEAR STATION, UNIT 1 - NOTICE OF AVAILABILITY OF DRAFT SUPPLEMENT 15, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (EPID NUMBER: L-2023-SLE-0003) (DOCKET NUMBER: 50-395)

Dear Tracy Watson:

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared a draft supplemental environmental impact statement (SEIS), Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 15, Second Renewal, Regarding Virgil C. Summer Nuclear Station, Unit 1, Draft Report (NUREG-1437). The period to provide comments on this document will end 45 days after the issuance of the Federal Register Notice, which is expected to be December 6, 2024.

Based on its evaluation in the draft SEIS, the NRC staffs preliminary recommendation is that the adverse environmental impacts of subsequent license renewal for Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer) are not so great that preserving the option of subsequent license renewal for energy-planning decision-makers would be unreasonable. This preliminary recommendation is based on: (1) the analysis and findings in NUREG-1437; (2) Dominion Energy South Carolina, Inc.s environmental report; (3) the NRC staffs consultation with Federal, State, Tribal, and local governmental agencies; (4) the NRC staffs independent environmental review; and (5) the NRC staffs consideration of public comments received during the scoping process.

The draft SEIS was submitted to the U.S. Environmental Protection Agency via e-NEPA, and copies are also being distributed to interested Federal, State, and local agencies, industry organizations, interest groups, and members of the public. The draft SEIS will also be available for public review near V.C. Summer at the Fairfield County Library located at 300 West Washington Street, Winnsboro, South Carolina 29180, and in the NRCs Agencywide Documents Access and Management System (ADAMS) at https://www.nrc.gov/reading-rm/adams.html. The ADAMS accession number for the draft SEIS is ML24330A271.
