REVISED SITE SECURITY TRAINING AND QUALIFICATION PLAN (ENTERPRISE PROJECT IDENTIFIER L-2024-SPR-0010)
Dear Danielle Rogers:
By letter dated July 10, 2024, and received by the U.S. Nuclear Regulatory Commission (NRC) on October 8, 2024 (24Y-24-0005) (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML24282B045 - enclosures not publicly available due to the classified information contained therewithin), Nuclear Fuel Services, Inc. (NFS) submitted Revision 010 of the NFS Site Security Training and Qualification Plan (T&Q Plan) for review and approval by the NRC, in accordance with Sections 70.32(e) and 70.34 of Title 10 of the Code of Federal Regulations (10 CFR). The NFS T&Q Plan contains information that has been marked as CONFIDENTIAL - NATIONAL SECURITY INFORMATION by NFS, pursuant to 10 CFR Part 95, Facility Security Clearance and Safeguarding of National Security Information and Restricted Data.
By email dated December 18, 2024 (ML24354A020), the NRC staff provided a Request for Additional Information (RAI) to NFS. NFS provided responses to the RAIs by letter dated January 15, 2025 (24Y-25-0001) (ML25049A323 - enclosures not publicly due to the classified information contained therewithin).
The NRC staff has completed its review of the request. The NRC has determined that the proposed change to SNM-124 is acceptable, and issuance of this license amendment will not significantly impact the public health and safety and the environment, will not be inimical to the common defense and security, and will not endanger life or property or the common defense and security.
Pursuant to 10 CFR Part 70, Materials License SNM-124 is hereby amended to revise Condition SG-3.3 as follows:
The licensee shall follow the training and qualification plan titled "NFS Site Security Training and Qualification Plan, Revision 010, and as the plan may be further revised in accordance with the provisions of 10 CFR 70.32(e).
Enclosures 2 and 3, transmitted herewith, contain security related information. When separated from Enclosures 2 and 3, this document and Enclosure 1 are decontrolled.

OFFICIAL USE ONLY SECURITY-RELATED INFORMATION All other license conditions shall remain the same. Enclosures 1 and 2 to this letter provide the amended Materials License SNM-124. The NRC staffs review is documented in a Safeguards Evaluation Report, which is Enclosure 3 to this letter. This letter concludes action on this submittal, and Enterprise Project Identifier L-2024-SPR-0010 is considered CLOSED.
Enclosures 2 and 3 contain sensitive security-related information. Accordingly, those documents are marked as Official Use Only, and are withheld from public disclosure. When separated from the sensitive enclosures, this letter and Enclosure 1 are decontrolled and publicly available, in accordance with 10 CFR Part 2 of the NRCs "Agency Rules of Practice and Procedure."
In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter and Enclosure 1 will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the publicly available records component of ADAMS.
