SUMMARY

OF THE MARCH 11, 2024, U.S. NUCLEAR REGULATORY COMMISSIONS PUBLIC MEETING WITH THE PRESURRIZED WATER REACTOR OWNERS GROUP EXECUTIVE COMMITTEE (EPID L-2019-PMP-0104)

On March 11, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with representatives of the Pressurized Water Reactor Owners Group (PWROG) Executive Committee. The meeting was held in a hybrid format (i.e., attendance in-person, virtual, and teleconference). The objective of this meeting was to discuss PWROG and NRC top focus areas for 2024, specifically perspectives on risk initiatives and topical report (TR) process improvements. The meeting notice is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML24070A001. Following opening remarks by the PWROG representatives and NRC staff focusing on common efforts and a mutual commitment to safety, an explanation of the PWROG structure and organization was given, highlighting the broad membership both domestically and internationally. This was followed by a series of presentations given by the PWROG representatives beginning with recent successes, including an expeditious review of PWROG-21001 Hydrogen-Based Transient Cladding Strain Limit, and the Technical Specification Task Force (TSTF) travelers approved in the previous year.

Next was a presentation for ongoing efforts which included TSTF-585 Provide an Alternative to the LCO 3.0.3 One Hour Preparation Time and TSTF-600 Revise the Reactor Coolant System (RCS) Pressure Isolation Valve (PIV) Leakage Testing Frequency. Finally, a presentation on future submittals was provided which included revisions to TS 3.5.3, a proposed Part 50.36 rulemaking, and changes to the ultimate heat sink temperature limit.

The NRC management then presented on their own successes, such as a recent notice of enforcement discretion, the syncing of Vogtle 4 to the grid, and the publishing of lessons learned from the AP-1000 project. This was followed by a discussion of current efforts such as the revision of Regulatory Guide 1.183 Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors, the Increased Enrichment Rulemaking, and power uprate reviews. Going forward, the NRC management emphasized continuing engagement with industry and striving towards more efficient and risk-informed processes.

No regulatory decisions were made during this meeting.

A member of the public made the following comments: (1) Both the NRC and industry should strive to make more information nonproprietary, (2) efforts related to the Increased Enrichment rulemaking effort should be sped up, (3) that there should be a follow-up on the conclusion to a letter from the PWROG to the NRC dated January 16, 2024, and (4) congratulations regarding the recent review of a paper concerning hydrogen-based transient cladding strain limits.
