APPROVAL OF FRAMATOME, INC. TRIENNIAL UPDATE TO DECOMMISSIONING FUNDING PLAN WITH THE AMENDED SAFETY EVALUATION REPORT FOR THE RICHLAND NUCLEAR FUEL FABRICATION FACLITY (ENTERPRISE PROJECT IDENTIFIER L-2024-DFA-0000)

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of Framatome Inc.s (Framatome) submittal dated January 23, 2024 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML24031A543). On September 6, 2024, Framatome submitted an amended triennial update to the decommissioning funding plan (DFP) for the Richland Nuclear Fuel Fabrication facility to the NRC (ML24250A201; ML24250A201, non-public). The NRC staff finds Framatomes revised 2023 cost estimate acceptable.

By letter dated January 23, 2024, Framatome submitted a triennial update DFP for the Framatome Inc. Richland Nuclear Fuel Fabrication facility for the period ending December 31, 2023 (ML24031A543; Cover Letter) and (ML24031A545; 2023 DFP, non-public enclosure). The DFP submittal included a 2023 decommissioning cost estimate (DCE) for its Richland Facility.

Subsequently, Framatome identified an internal accounting error and amended its 2023 DFP (ML24250A201), noting the error to the DCE, on page 5, Table 1 (ML24250A202, non-public).

The error resulted in Framatome revising the Low-level Radiological Waste (LLRW) Inventory Disposal amount, which in turn reduced the DCE from $11,944,000 to $3,929,000. Accordingly, the Decommissioning Cost Estimate Summary total was also revised with a reduction from

$100,928,000 to $90,908,000 as the result of the revised Low-level Radiological Waste Inventory Disposal Amount and other revised figures included in the Decommissioning Cost Estimate. Framatomes amended DFP addressed the effect of eight events, as required in Title 10 of the Code of Federal Regulations (10 CFR) Paragraph 70.25(e)(2) in the calculation of its revised 2023 DCE.

Enclosed please find the NRC staffs Amended Safety Evaluation Report. Enterprise Project Identifier L-2024-DFA-0000 is now closed. transmitted herewith contains Sensitive Security-Related Information.

When separated from the sensitive conditions in Enclosure 3, this document and Enclosures 1 and 2 are decontrolled.

The financial instrument should be submitted within 60 days of the date of this letter. The NRC staff has determined that this action is subject to a categorical exclusion pursuant to 10 CFR § 51.22(c)(10)(i).
