ACCEPTANCE OF LOUISIANA ENERGY SERVICES, LLC - LICENSE AMENDMENT REQUEST TO RAISE ENRICHMENT LIMIT TO THE LICENSED LIMIT FOR LEU+ RECYCLING AND SUPPORT SYSTEMS (LAR 24-01)

The U.S. Nuclear Regulatory Commission (NRC) staff has received the Urenco USA (UUSA) submittal dated August 29, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML24242A197) requesting an amendment to its special nuclear materials (SNM) license (SNM-2010). In a prior license amendment request (LAR), UUSA requested approval to increase the enrichment level for production systems from 5.5 weight percent Uranium-235 (U-235) to less than 10.0 weight percent U-235. The increase of the enrichment limit from 5.5 weight percent to less than 10.0 weight percent U-235 is termed LEU+
by UUSA. That previous LAR also included interim control measures for segregation and storage of LEU+ exposed components removed from the production systems. This new LAR proposes to allow UUSA to apply the LEU+ enrichment limit to the on-site recycling and support systems and the removal of interim controls established for segregation and storage of LEU+
exposed components removed from production systems.
We have completed our acceptance review of your submittal. We have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. Your submittal has been assigned Enterprise Project Identification Number (EPID)
L-2024-LLA-0120. Please reference this EPID number and Docket Number 07003103 in any future correspondence associated with this request.
Please note that the NRC staffs technical review of your submittal may identify issues that require additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by May 30, 2025. This date could change depending on the findings of our technical review, urgent assignments, or other factors.
We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 800 staff hours which corresponds to about $253,600.00 ($317.00/hr).
