Enclosure 1 REQUEST FOR ADDITIONAL INFORMATION LOUISIANA ENERGY SERVICES, LLC LICENSE AMENDMENT REQUEST 24-01 SPECIAL NUCLEAR MATERIALS LICENSE SNM-2010 DOCKET NO. 07003103 ENVIRONMENTAL RAIs The regulatory basis for each of the four environmental requests for additional information (RAIs) is the same:
Regulatory Basis:
The U.S. Nuclear Regulatory Commission (NRC) staff is considering preparing an environmental assessment (EA) pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Sections 51.21 and 51.30. The NRCs regulations in 10 CFR 51.45(b) and (c) require an applicant to provide information on the environmental considerations and an analysis of the project. In addition, the NRC staff uses the guidance in NUREG-1748, Environmental Review Guidance for Licensing Actions Associated with NMSS Programs.
Environmental RAI 1 - Facility Description Description of Issue:
The NRCs 2015 EA for expansion of the facility assessed the potential environmental impacts of expanding from a 3 million separative work units per year (SWU/year) capacity to a 10 million SWU/year capacity. To accurately characterize impacts resulting from the operating facility, the NRC staff needs to know what major modifications and new buildings have been added to the facility since 2015.
Information Needed:
Please identify the operating capacity of the facility currently and provide a figure of the current facility layout.
Environmental RAI 2 - Recycling and Support Systems Description of Issue:
The application does not provide a description of the recycling and support systems. To describe the proposed action, the NRC needs to know what systems or activities make up the recycling and support systems and the materials and quantities processed through these systems.
Information Needed:
The RAI response for license amendment request 23-02 from August 1, 2024, stated that the recycling and support systems to be used with low enriched uranium plus (LEU+) materials are as listed below (in addition to the Gaseous Effluent Vent System that was already analyzed).
Please verify there are no other systems applicable to this proposed action or identify other applicable systems.
Ventilated Room Operations Decontamination Workshop Liquid Effluent Collection and Transfer System
2 Solid Waste Collection Room For each system: 1) describe the types and quantities of materials and components that are processed; 2) identify the types and quantities of chemicals or other materials used in the process; 3) identify waste types, quantities generated per month, and disposition; and 4) if applicable, identify systems in which the LEU+ processing scenario would result in differences in waste quantities as compared with quantities generated during low enriched uranium processing and provide estimates of the quantity differences.
Environmental RAI 3 - Public and Occupational Health Description of Issue:
In Section 5.2.2, in the second paragraph under the table entitled UUSA Occupational TEDT 2015 - 2023, UUSA states.is anticipated to increase does by a factor of two.
Information Needed:
Please explain how UUSA reach the value of factor of two. There is no calculation or other information that we can use to confirm. Please provide how this was figured out or direct us to information that already exists that explains.
Environmental Request for Confirmatory Information (RCI) 1 - Public and Occupational Health Description of Issue:
Section 5.2.2 of the Environmental Information enclosure to the application (Enclosure 6) reflects data through 2023 but should also reflect 2024 data. The table entitled UUSA Occupational TEDE shows incorrect values for 2017 and 2019 and does not include data for 2024.
Information Needed:
In the table, correct information for 2017 and 2019 to reflect the information Louisiana Energy Services, LLC, dba Urenco USA (UUSA) provided to the NRC in October 2024. Add 2024 data to the table where possible and consider 2024 data in the discussion in Section 5.2.2.
