OCTOBER 21-25, 2024, AUDIT PLAN FOR FRAMATOME TOPICAL REPORT, ANP-10354P, REVISION 0, SINGLE-PHASE COMPUTATIONAL FUEL DYNAMICS FOR FUEL ASSEMBLY CHARACTERIZATION (EPID L-2024-NTR-0000)

By letter dated May 22, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24143A171), Framatome, Inc. (Framatome) submitted Topical Report (TR) ANP-10354P, Single-phase Computational Fluid Dynamics (CFD) for Fuel Assembly Characterization, for U.S. Nuclear Regulatory Commission (NRC) staffs review and approval. The TR describes a methodology for the calculation of pressure losses in light water reactor fuel assemblies, and the methodology uses a CFD code to calculate the pressure losses. The NRC staff accepted the TR for review in letter dated July 9, 2024 (ADAMS Accession No. ML24185A184) and plans to conduct an audit to ensure understanding of the submittal which is a first of a kind TR on an advanced methodology.

The NRC staff will perform an in-person audit on October 21-25, 2024, at Framatomes facility in Lynchburg Virginia, under the guidance provided in LIC-500 (Topical Report Process) and LIC-111 (Regulatory Audits) to facilitate the review. The NRC staff also conducted a virtual audit on July 30-31, 2024 (ADAMS Accession No. ML24198A181). Enclosed for your information is a copy of the audit plan the NRC staff will follow.

Enclosure REGULATORY AUDIT PLAN FOR FRAMATOME INC.

TOPICAL REPORT ANP-10354, REVISION 0, SINGLE-PHASE COMPUTATIONAL FLUID DYNAMICS FUEL ASSEMBLY CHARACTERIZATION EPID: L-2024-NTR-0000

1.0 BACKGROUND

By letter dated May 22, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24143A171), Framatome, Inc. (Framatome) submitted Topical Report (TR) ANP-10354P, Single-phase Computational Fluid Dynamics (CFD) for Fuel Assembly Characterization. The U.S. Nuclear Regulatory Commission (NRC) staff plans to conduct an in-person audit to facilitate the TR review. The scope of this audit will be on ensuring understanding of the TR.

2.0 REGULATORY AUDIT BASES Regulatory guidance for the review of fuel system materials and designs and adherence to Title 10 of the Code of Federal Regulations, Appendix A to Part 50, General Design Criteria (GDC)-10, Reactor Design, is provided in NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants (SRP), Section 4.4, Thermal and Hydraulic Design. In accordance with SRP Section 4.4, the objectives of the thermal and hydraulic designs safety review are to provide reasonable assurance that there should be a 95-percent probability at the 95-percent confidence level that a hot fuel rod in the reactor core will not experience a departure from nucleate boiling (DNB) or a transition condition during normal operation or anticipated operational occurrences (AOOs).

3.0 REGULATORY AUDIT SCOPE The NRC staff will conduct a five-day in-person audit at Framatome facility in Lynchburg, Virginia. This audit will include a technical discussion pertaining to potential request for additional information questions as well as comprehension questions on the TR.

4.0 INFORMATION NEEDS The NRC staff would like Framatome to make available the appropriate engineer(s) with intimate knowledge of the ANP-10354P, Revision 0, for Fuel Assembly Characterization, to address any comprehension questions by the NRC staff.
