NRC Staff Review NEI 03-12, Revision 8 Meeting to Discuss NRC Staff Review of Updates to the Nuclear Energy Institutes (NEI) Security Plan Template September 5, 2024 (Partially Closed Meeting)
Opening Remarks The purpose of this meeting is to provide the NRC staffs initial comments on proposed changes in Revision 8 to NEI 03-12, Security Plan Template. This is a partially closed meeting.
The open portion of this meeting will consist of a high-level overview of the NRC staffs review efforts. Attendees will have an opportunity to ask questions of the NRC staff or make comments following the open portion of the meeting; however, the NRC is not actively soliciting comments at this meeting.
The closed portion of the meeting will follow during which NRC staff will discuss the details of its initial review with NEI and cleared stakeholders. This portion of the meeting will be closed due to the discussion security-related and safeguards information.

NEI Request for NRC Review and Approval On April 3, 2024, the NRC held a pre-submittal public meeting with NEI to discuss updates to NEI 03-12 in Revision 8. A summary of that public meeting can be found in the NRCs Agencywide Documents Access and Management System (ADAMS)
(Accession No ML24099A154).
On April 12, 2024, NEI submitted its request for NRC review and endorsement of NEI 03-12, Revision 8 (ADAMS Accession No. ML24103A160)

Initiation of NRC Staff Review By letter dated June 26, 2024 (ADAMS Accession No. ML24155A155), the NRC staff accepted NEI 03-12, Revision 8 for review, and informed NEI of its plan to complete the review by February 25, 2025 The NRC assembled a team of subject matter experts from NRC headquarters and regional offices to review the updates. The team developed a review plan with key milestones and opportunities for stakeholder engagement.

Current Status of NRC Staff Review The NRC team has completed its initial review and has developed a list of comments for NEI consideration.
- The list contains security-related information withheld from public disclosure.
- The list has already been shared with NEI to maximize the efficiency and productivity of this meeting.
The NRC staffs comments generally consist of identifying portions of the template that could be improved or changes that may not be consistent with NRC requirements.

Next Steps Once NRC staff have provided their final comments to NEI for consideration, NEI will have the opportunity to address the comments, and resubmit the template for NRC approval.
NRC staff will review any changes and determine whether NEI 03-12, Revision 8, should be approved for use. If approved for use, the NRC staff will inform NEI of the approval by letter and will document the approval in NRC regulatory guidance.
