ACCEPTANCE OF REQUEST FOR REVIEW AND ENDORSEMENT OF NEI 03-12, REVISION 8 - TEMPLATE FOR THE SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, SAFEGUARDS CONTINGENCY PLAN, AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION SECURITY PLAN (EPID: M-2024-FEX-0000)

By letter dated April 12, 2024, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24103A160), the Nuclear Energy Institute (NEI) submitted a request for U.S. Nuclear Regulatory Commission (NRC) review and endorsement of NEI 03-12, Revision 8, Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Plan.
This letter acknowledges receipt and acceptance of NEI 03-12, Revision 8, for NRC review. By letter dated September 7, 2023, (ML23251A042) NEI requested a fee exemption for the NRCs review of this document. By letter dated October 20, 2023, (ML23268A005) the NRCs Chief Financial Officer approved NEIs fee exemption request.
In its submittal letter to the NRC dated April 12, 2024, NEI requested NRC endorsement of NEI 03-12, Revision 8, by October 2024. The NRC staff has developed a detailed review plan that includes a technical evaluation by a team of NRC subject matter experts, internal NRC management review, a process for resolving any issues identified, and engagement with internal and external stakeholders. In light of a number of competing priorities, utilization of the same staff resource for this work, and based on the projected schedule for this plan, the staff expects to complete its review by February 28, 2025. If unplanned complexities or challenges change the expected completion date, the reasons for the change along with a new estimated completion date will be discussed with NEI in a timely manner.
