Request for NRC review and endorsement of NEI 03-12, Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, [and Independent Spent Fuel Storage Installation Security Plan], Revision 8 Project Number: 689

Dear Mr. Bowers:

The Nuclear Energy Institute (NEI)1 and representatives of member companies have developed and are seeking NRC endorsement of NEI 03-12, Revision 8, dated April 2024. NEI 03-12 is the NRC staff-endorsed guidance used by licensees to develop site-specific security plans that meet the requirements set forth in 10 CFR 73.55, Requirements for physical protection of licensed activities in nuclear power reactors against radiological sabotage. The key changes in Revision 8 include the addition of Section 21, Compensatory Measures (previously endorsed by the NRC), responses to Security Frequently Asked Questions (SFAQs), updated references to related NEI and NRC guidance documents, and information to address lessons learned from operating experience.

In addition to the NEI 03-12, Revision 8, template, we have created a change summary document to assist the NRC staff with performing the requested review. This document identifies each change made to the template, including a comparison of the language from the previous revision to the proposed revision, along with basis and other information about the changes.

1 The Nuclear Energy Institute (NEI) is responsible for establishing unified policy on behalf of its members relating to matters affecting the nuclear energy industry, including the regulatory aspects of generic operational and technical issues. NEIs members include entities licensed to operate commercial nuclear power plants in the United States, nuclear plant designers, major architect and engineering firms, fuel cycle facilities, nuclear materials licensees, and other organizations involved in the nuclear energy industry.

Mr. Anthony Bowers April 12, 2024 Page 2 Nuclear Energy Institute In accordance with 10 CFR 73.22, Protection of Safeguards Information: Specific Requirements, NEI 03-12, Revision 8, and the supporting change summary, will be transmitted to the NRC via an appropriate secured method.

We are requesting NRC endorsement of NEI 03-12, Revision 8, by October 2024.
