Pre-submittal Meeting with the Nuclear Energy Institute (NEI) to Discuss an Update to NEI 03-12, Security Plan Template (Revision 8)

Purpose of the Meeting(s): The purpose of this meeting was to discuss the updated Revision 8 to NEI 03-12, Security Plan Template, prior to NEI submitting the document to the NRC for review and endorsement.
General Summary: The meeting began at 1 p.m. ET. Following introductions and opening remarks, NEI gave a presentation describing their rationale for updating NEI 03-12, provided a high-level summary of the types of changes made, and describ ed documents they created to facilitate an efficient NRC staff review.
Following the presentation, NRC and NEI staff discussed how the document sections were organized, how the update incorporated NRC responses to relevant Security Frequently Asked Questions (SFAQs), and some details regarding the documents created by NEI to facilitate NRC review. As part of its presentation, NEI also described its plans to include a placeholder in NEI 03-12 for future guidance on e arly warning systems. The NRC also asked NEI what its intentions were for the current revisions of NEI 03-12 (Revisions 7 and 7.1) should Revision 8 be endorsed by the NRC. The NEI staff members present indicated that they would need to respond to that question at a later date after further discussion. The business portion of the meeting concluded with NEI stating that they planned to transmit NEI 03 -12, Revision 8, to the NRC during the week of April 15, 2024, and requested that the NRC complete its review by October 2024.
After the business portion of the meeting, one attendee expressed concern with NEIs removal of references to work hour controls in the updated security plan template. Specifically, staff from NEI stated that they had removed references to work hour control s based on their determination that these controls do not belong in security plans since they are not site-specific security measures used to satisfy 10 CFR Part 73 requirements. The commenter emphasized the importance that these controls play in ensuring that security officers are alert while on-duty. The NRC staff st ated that they would consider the comment during their review of NEI 03-12.
The meeting was attended by 5 0 individuals, including security and regulatory affairs p rogram personnel from licensee sites, staff from NEI, NRC headquarters and regional personnel, and members of the public.
