OF MAY 1, 2024, MEETING WITH NAC INTERNATIONAL ON REVISION TO CERTIFICATE OF COMPLIANCE NO. 9225
Background
By letter dated January 11, 2024 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML24011A277), NAC International, Inc., (NAC) submitted an application for revision to Certificate of Compliance No. 9225 for the Model No. NAC-LWT transport package. The application includes a request to add Los Alamos National Laboratory mixed oxide fuel rods as an authorized content. NRC issued a request for additional information on May 10, 2024 (ML24114A027).
On May 1, 2024, a meeting was held, between NAC and the U.S. Nuclear Regulatory Commission (NRC) staff to discuss NACs proposed changes to revise its request to add Los Alamos National Laboratory mixed oxide fuel rods as an authorized content. The meeting was noticed on April 18, 2024 (ML24109A199). The list of meeting attendees is provided as. The non-proprietary presentation slides are Enclosure 2 and the proprietary meeting slides are as Enclosure 3.
Discussion NAC requested the meeting to discuss a proposed design change for the divider assembly which separates the transfer tubes which hold the mixed oxide rods. NAC stated that, in addition to the design change, it determined that the divider assembly is not needed to perform a safety function. Therefore, when NAC responds to the NRCs request for additional information, it will make the divider assembly optional.

NAC stated that the weight of the divider assembly is still considered in the evaluation of package weight and evaluation of center of mass. However, since it does not provide a safety function, it does not need to meet any codes and standards. NAC stated that it would not rely on the divider assembly in the criticality analysis when it replies to the NRCs request for additional information.
