SUMMARY
OF THE REACTOR OVERSIGHT PROCESS BIMONTHLY PUBLIC MEETING HELD ON MARCH 26, 2024
On March 26, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a public meeting with the Nuclear Energy Institutes (NEIs) Reactor Ove rsight Process (ROP) Task Force executives, other senior industry executives, and various external stakeholders to discuss the staffs progress on initiatives related to the ROP. The top ics discussed during this hybrid meeting are described below.
Operating Experience Related to Safety and Relief Valve Failure s
The NRC staff provided a presentation summarizing the failure o f a pressurizer safety valve at Farley Unit 2. Through its review, the NRC staff has learned th at safety and relief valve leakage can cause steam cutting of internal parts that might result in safety and relief valves lifting outside their acceptance band or failing to lift. The NRC staff will continue monitoring operating experience for this failure mechanism of safety and relief valv es with follow-up action as appropriate.

Evaluation and Proposed Recommendations on Centralized Inspecti ons
The NRC staff provided an update on their evaluation of inspect ing centralized licensee functions as part of baseline inspections. The staff discussed industry input from the December 15, 2023, public meeting (Meeting Summary ML24004A161) and shared some of the technical staffs evaluation and recommendations awaiting final alignment from NRC senior management.

Representatives from NEI provided a short follow-on presentatio n on the topic with several industry recommendations.
Both NRC staff and industry aligned on the recommendation to capture considerations for future inspection development and revisions to consider centralized in dustry functions and agreed on a near-term public workshop to discuss more specifics on the NR Cs evaluation and industry positions. That public workshop will be scheduled in April or M ay 2024.

Digital Instrumentation and Controls Operating Experience Smart Sample
The NRC staff announced that a new Operating Experience Smart S ample (OpESS) was published on February 12, 2024 ( ML23235A248) on digital instrumentation and controls.

NUREG 1022 Reporting Guidance Supplement 2 Update
The NRC staff presented background information, schedule, and p roposed significant changes to a draft Supplement 2 to NUREG 1022 Revision 3, "Event Report ing Guidelines: 10 CFR 50.72 and 50.73. The draft Supplement 2 should be issued for p ublic comment in April 2024.

Licensee Revision to NRC Performance Indicator FAQ 23-03
NextEra staff previously introduced a draft frequently asked qu estion (FAQ) related to a site-specific exemption for IE01, Unplanned Scrams per 7000 hours0.081 days <br />1.944 hours <br />0.0116 weeks <br />0.00266 months <br /> ( ML23318A178). Turkey Point Unit 3 experienced a scram on September 22, 2023, caused by a l ightning strike and grid disturbance. The NRC staff accepted this as FAQ 23-03 for revie w at the ROP public meeting on November 16, 2023.
At the January 17, 2024, ROP public meeting, the NRC presented a proposed response of not granting an exemption from IE01, Unplanned Scrams per 7,000 hou rs for the event on September 22, 2023. Subsequently, NextEra staff withdrew the FA Q, then elected to revise the original FAQ submittal, and presented those changes at this pub lic meeting. Consistent with the performance indicator FAQ process, the NRC will review the revi sed submittal and propose a response at an upcoming public meeting.

Other Items / Open Discussion
The NRC staff discussed external s takeholder interest (first indicated during the Regulatory Information Conference [RIC]) in providing input into the NRCs selection of the next series of

Focused Engineering Inspections (FEIs). The NRC staff indicated an openness to considering industry input on future FEI topics. The NRC staff indicated th at they would share some of their potential FEI topics with the industry at the next ROP public m eeting in May and appreciate any follow-on discussion with industry by the ROP public meeting in July to stay on track for FEI selection, development, and implementation for the next enginee ring inspection cycle.
The Next ROP Meeting
The next ROP bimonthly public meeting is tentatively scheduled for May 15, 202 4.

At the start of all ROP public meetings, the project manager pr ovides contact information for the public to use to provide their name and affiliation as a partic ipant in the meeting. This contact information is also provided for submitting questions and comme nts to the NRC technical staff.

Conclusion
At the end of the meeting, NRC and industry management gave clo sing remarks. The industry representatives expressed appreciation for the open dialogue an d willingness of NRC staff to hear industry views. The NRC management stressed the importance of the NRC being focused on providing reasonable assurance of public health and safety w hen considering changes to the ROP.
