REQUEST TRISO-X, LLC. TO PROVIDE SUPPLEMENTAL INFORMATION TO RESOLVE PROGRAMMATIC REQUESTS FOR ADDITIONAL INFORMATION REGARDING THE INTEGRATED SAFETY ANALYSIS PORTION OF THE LICENSE APPLICATION (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2022-NEW-0005)

Dear Jennifer Wheeler:

The U.S. Nuclear Regulatory Commission (NRC) staff requests TRISO-X LLC. to supplement their responses to the requests for additional information (RAIs) issued via letter dated August 28, 2023 (Agencywide Documents Access and Management System (ADAMS)

Accession Number ML23230B191). These RAIs were issued to facilitate the NRC staffs review of your application for a new fuel fabrication facility located in Oak Ridge, TN. The original application was submitted via letter dated April 5, 2022 (ML22101A200) and supplemented by letters dated October 13, 2022 (ML22286A144), November 4, 2022 (ML22308A251) and February 29, (ML24060A239).

TRISO-X provided their initial responses to the RAIs via letter dated October 12, 2023, (ML23285A344). These responses were reviewed by the NRC staff and additional information is needed for resolution of the RAIs. The NRC staff held follow-up meetings with TRISO-X on December 11, 2023, December 14, 2023, January 8, 2024, January 11, 2024, January 17, 2024, January 23, 2024 (combined meeting summary - ML23332A074), February 1, 2024 (ML24043A240 - non-public), and February 21-22, 2024 (combined meeting summary -

ML24071A155) to discuss the additional information needed to resolve these RAIs. A slide presentation was provided to TRISO-X dated December 11, 2023 (ML23332A078 - non-public) to support the meeting discussions, which provided a high-level summary of the issues identified with the RAI responses. In addition, the NRC staff developed an additional bulleted list of issues regarding each of the RAIs, which is provided in enclosure 1.

TRISO-X should use the RAIs, the information in the slide presentation, feedback from the technical meetings, and the bullets in the enclosure to inform the development of supplement responses to the RAIs. Please provide the supplemental responses for the integrated safety analysis (ISA) programmatic RAIs to the NRC staff A document transmitted herewith contains Security-Related Information.

When separated from the enclosure, this document is decontrolled.

In addition, the NRC staff recommends that TRISO-X provide a draft of the supplemental information to the NRC in advance of the formal submittal, and hold calls, as needed, with the NRC staff to confirm resolution of the issues identified in the RAIs. The NRC staffs priority is successful resolution of the programmatic RAIs, which should be give precedence over meeting the 60-day timeframe for a response. The June 2025 projected completion date for the review schedule is in the process of being extended based on receipt of the electrical/instrumentation and control information dated February 29, 2024 (ML24060A239); ongoing efforts to resolve the programmatic RAIs; and the TRISO-X notice of plans to revise the license application and ISA summary that was submitted via letter dated January 20, 2024 (ML24020A010). An updated review schedule will be communicated as soon as practicable.
