AMENDMENT 101 - APPROVAL OF URENCO USA LICENSE AMENDMENT REQUEST 23-06, PHYSICAL SECURITY PLAN REVISION 14 (ENTERPRISE PROJECT IDENTIFICATION L-2023-SPR-0006)
By letter dated July 12, 2023 (Agencywide Documents Access and Management System
[ADAMS] Accession Nos. ML23220A047), and supplemented by letter dated March 6, 2024 (ML24067A107), Louisiana Energy Services (LES), LLC dba Urenco USA, requested the U.S.
Nuclear Regulatory Commission (NRC) approval of Revision 14 of the Physical Security Plan.
The NRC staff has completed its review of the above submittal and find that the changes proposed are in accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Section 73.67(f), 10 CFR 73.67(g), 10 CFR 73.71, the provisions of Order EA-06-230, and do not reduce the safeguards effectiveness of the physical protection program.
Therefore, license amendment request 23-06 is approved and License Condition 10.d of SNM-2010 will be amended and License Condition 41 added as follows:

Physical Security Plan dated December 12, 2003, as revised by letters dated May 12, 2004; July 30, 2004; December 10, 2004; January 12, 2005; February 12, 2008; August 11, 2008; May 1, 2009; July 16, 2009; February 5, 2010; September 20, 2010; October 2, 2015; August 10, 2021 (ML21236A084), and July 12, 2023 (ML23220A047).

2 months prior to possession of special nuclear material of moderate strategic significance, UUSA will establish, maintain, and implement a maintenance, testing and calibration program to ensure that security systems and equipment are tested for operability and performance at predetermined intervals, maintained in operable condition, and are capable of performing their intended functions.
A safeguards evaluation report and the amended license are enclosed.
Enclosures 1 and 2 transmitted by this letter contain Security Related Information. When separated from Enclosures 1 and 2, this letter and Enclosure 3 are decontrolled.
