Request for Approval of Revision 14 to the Physical Security Plan - LAR 23-06 In accordance with 10 CFR 70.32(e) and 10 CFR 70.34, Louisiana Energy Services (LES), dba Urenco USA (UUSA), hereby requests NRC approval of a revision to the Physical Security Plan (PSP). This revision includes the following changes;

• Revises CM fencing requirements to allow the use of temporary fencing during construction activities.

• Incorporates Additional Security Measures for Category Three Fuel Cycle Facilities that were not previously described in the PSP. provides the background, change description and basis for this change. contains the marked up version of the Physical Security Plan. Revision bars, strikethroughs and underlines were utilized. Enclosure 3 contains the final revision of the Physical Security Plan.
