In Reference 1, Louisiana Energy Services (LES), dba Urenco USA (UUSA), proposed a license amendment to Materials License SNM-2010, license condition 10.K. The amendment was to incorporate revision 12 of the Movement Plan for Transportation of Classified Centrifuge Components/Materials between Tripartite Countries and the U.S. In Reference 2, the U.S.

Nuclear Regulatory Commission (NRC) responded with a request for additional information (RAI).

The Centrifuge Collaboration Security Working Group (CCSWG) met the week of June 12, 2023.

Changes were incorporated and the CCSWG endorsed revision 13 of the ETC LTD Movement Plan. Revision 13 includes resolution to the items in Reference 2. UUSA is requesting that Condition 10k be updated with newest version of the Movement Plan, revision 13. The Movement Plan has been enclosed as the response to Reference 2.

The Enclosure contains Security-Related Information and disclosure to the public could present security vulnerability. Accordingly, the enclosure should be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1).
