ISSUANCE OF CONFORMING LICENSE AMENDMENTS RELATED TO ORDER APPROVING TRANSFER OF THE VALLECITOS NUCLEAR CENTER LICENSES (EPID 2023-LLO-0002)
Dear Scott State:
By order dated April 25, 2024 (Agencywide Documents Access and Management System Package Accession No. ML24039A011), the U.S. Nuclear Regulatory Commission (NRC) staff approved the license transfer application dated September 1, 2023 (ML23244A247), submitted by GE-Hitachi Nuclear Energy Americas, LLC and NorthStar Vallecitos, LLC. The order approved the direct transfer of License Nos. DPR-1, TR-1, R-33, and DR-10, as well as Special Nuclear Material License No. SNM-960, for the Vallecitos Nuclear Center from GE-Hitachi Nuclear Energy Americas, LLC to NorthStar Vallecitos, LLC. The order also approved draft conforming license amendments to reflect the transfer and to ensure the adequacy of the Nuclear Decommissioning Fund to provide decommissioning financial assurance for the licenses. A copy of the NRC staff safety evaluation related to the license transfer application was provided with the order.
By letter dated June 13, 2024 (ML24165A281), NorthStar Vallecitos, LLC provided satisfactory documentary evidence that it has obtained the appropriate amount of insurance required under the NRCs regulations. By letter dated March 12, 2025 (ML25071A080), GE-Hitachi Nuclear Energy Americas, LLC and NorthStar Vallecitos, LLC informed the NRC that the license transfer transaction will close on March 14, 2025. By email dated March 14, 2025 (ML25073A119), GE-Hitachi Nuclear Energy Americas, LLC and NorthStar Vallecitos, LLC informed the NRC that the license transfer transaction closed on March 14, 2025. Accordingly, the NRC staff is issuing the enclosed license amendments that make changes to reflect the subject direct license transfer.
Also, Enclosure 1 to this letter provides a digitally signed copy of the necessary amendment to Indemnity Agreement No. B-11 for the licenses. The amendment is to replace the name GE-Hitachi Nuclear Energy Americas LLC with NorthStar Vallecitos, LLC. The NRC staff requests that the applicable parties sign the amendment and, within 15 days, return one signed copy to the NRCs Document Control Desk as proof of acceptance. Each party should keep a signed copy of the amendment for their records. transmitted herewith contains security-related information. When separated from Enclosure 7, this letter is decontrolled.
