Dear NRC Reviewers:

When the NRC reversed its decision in 2022 for Turkey Points units 3 and 4 for an additional 20 year subsequent license extension (SLE), I was surprised. But on closer examination the reversal was correct and, as it turns out, that decision allowed for clarity to other SLR applications that would follow for Duke Energy Carolinas for Oconee units 1, 2 and 3; Nextra Energy Point Beach for units 1 and 2; and Virginia Electric and Power Company for North Anna units 1 and 2. All of their applications proceeded as Florida Power and Light offered additional, supplemental environmental information related to the Environmental Impact Statement (EIS) of operating Turkey Points Unit 3 (from July 19, 2032 to July 19, 2052), and Unit 4 (from April 10, 2033 to April 10, 2053).

Its important that the public realize that Turkey Point Units 3 and 4 will be the first to extend an operating license beyond 60 years to 80 years. And that the NRC has now reviewed the supplemental, site specific additional information regarding the EIS provided by Florida Power & Light and direct inquiry. The NRC staffs recommendation states, The adverse environmental impacts of SLR for Turkey Points (i.e., the continued operation of Turkey Points reactors for a period of 20 years beyond their expiration dates of the initial renewal lincenses) are not so great that preserving the option of the SLR for energy-planning decision makers would be unreasonable.

The issues with Turkey Point were never about the safety and operation of the plant, or the limitations of nuclear power. Nuclear plants are initially licensed for 40 years, a time period arrived at based on economic and anti-trust issues rather than function. With proper maintenance the United States nuclear fleet can safely operate until 80 years old and possibly to 100 years. If we are to achieve any level of decarbonization and energy equity we will need most of our nuclear reactors to join the ranks of centenarians. They wont look or act a day over 70 years old if we take care of them.

Of course, the above points are the technical reasonings, and a glimpse of how one thinks when emersed in NRC world. But the groups like Beyond Nuclear, Friends of the Earth, National Resources Defense Council and Miami Water Keeper have an anti-nuclear energy mission. That doesnt mean all their concerns and warnings about nuclear energy are frivolous. And in this case the technicality they pointed out regarding Turkey Points SLR was legitimate. But much of what they communicate to the public about nuclear energy being high risk is contradictory to nuclear energys 70 years plus safety record. Our country and the world will need much more nuclear energy if we are to decarbonize the atmosphere, assure energy equity, and realize human potential. The first step in that vision is dont shut the older nuclear reactors down years ahead of their technological life expectancies.

I implore the NRC to follow the recommendation of its staff, and approve the SLE for Turkey Points units 3 and 4 and continue to offer the citizens of Florida 24/7 reliable, clean, and affordable energy well into the future. Even beyond 2053. When that day comes its possible most of the worlds energy will becoming from fission, with fusion starting its arc to the next dense fuel. For now we need Turkey points unit 3 and 4 in production more than ever.
