The National Park Service (NPS) submits these comments regarding the Nuclear Regulatory Commissions (NRC) October 7, 2022, Notice of Intent to conduct a limited scoping process and prepare a supplemental Environmental Impact Statement (SEIS) for Florida Power & Light Company (FPL) Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) (Docket ID NRC-2022-0172). This scoping process is to gather information necessary to prepare a supplement to its final supplemental EIS, the Generic EIS for License Renewal of Nuclear Plants, Supplement 5, Second Renewal, Regarding Subsequent License Renewal for Turkey Point Nuclear Generating Unit Nos. 3 and 4, Final Report (October 2019). The updated SEIS will evaluate the environmental impacts of subsequent license renewal (SLR) of the operating licenses for the same facility, FPL Turkey Point Unit Nos. 3 and 4. The subsequent renewed operating licenses would authorize FPL to operate Turkey Point for an additional 20 years beyond the period specified in each of the current licenses.

Recent NRC orders determined the analysis in the October 2019 SEIS is incomplete and revised the subsequently renewed license terms for Turkey Point. The current operating licenses for Turkey Point expire on July 19, 2032 (Unit 3) and April 10, 2033 (Unit 4). NPS understands NRC has received Environmental Report, Supplement 2 (ER Supplement 2) from FPL dated June 9, 2022, related to FPLs application for SLR of Turkey Point previously evaluated by NRC. ER Supplement 2 has been determined to contain sufficient information for NRC staff to undertake environmental review and begin limited scoping. Among other goals for the scoping process, NRC is seeking to identify cooperating agencies and invited federal agencies with jurisdiction, by law or special expertise with respect to the environmental impacts involved, to participate in scoping.

Biscayne National Park is directly adjacent to significant portions of FPLs Turkey Point Generating Station, and NPS was a cooperating agency for the previous October 2019 SEIS Interior Region 2

evaluating the SLR for Turkey Point. As described in the memorandum of understanding between NRC and NPS establishing that relationship effective November 30, 2018, the NPS has special expertise in and around Biscayne National Park, which was established in order to preserve and protect for the education, inspiration, recreation, and enjoyment of present and future generations a rare combination of terrestrial, marine, and amphibious life in a tropical setting of great natural beauty.

As with the previous SEIS, Biscayne National Park and other NPS staff can provide the NRC with environmental data and information regarding the potential impacts of the proposed relicensing of Turkey Point. This data and information will assist in the development of the Turkey Point SEIS. Expertise will include the following areas, but may also include other resources:

a. Surface Water Resources in and affecting the Biscayne National Park
b. Groundwater Resources in and affecting the Biscayne National Park
c. Terrestrial Resources in and affecting the Biscayne National Park
d. Aquatic Resources in and affecting the Biscayne National Park Therefore, NPS requests cooperating agency status for NRCs current SEIS as well. Cooperating agency status would not preclude NPS independent review and comment responsibilities or preclude our responsibilities for any other environmental consultations required by law.

Similarly, our cooperation would not imply that the NPS would necessarily concur with all aspects of NRC's findings.
