Dear Timothy Knowles:

The U.S. Nuclear Regulatory Commission (NRC) staff has received the application from Nuclear Fuel Services, Inc. (NFS), transmitted by letter 21-G-21-0092 dated November 18, 2021 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21327A099), for the license amendment request related to the uranium purification and conversion (U-metal) services proposed at the facility. The application was assigned Enterprise Project Identification Number (EPID) L-2021-LLA-0213. Please reference this EPID number and Docket Number 70-143 in any future correspondence associated with this request.

On January 21, 2022, the NRC staff sent NFS a request for supplemental information (ADAMS Accession No. ML22014A421). In response to that request, NFS transmitted letters 21-G-22-0028 (ADAMS Accession No. ML22066B004) and 21-G-22-0029 (ADAMS Accession No. ML22069A315) dated February 24, 2022, to supplement the application.

We have completed our acceptance review of your submittal and have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. Please note that the NRC staffs technical review of your submittal may identify issues that require additional information.

Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by July 1, 2023. This date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require up to 2,790 staff hours, which corresponds to about $803,520.00 ($288.00/hour).

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR), or from the Publicly Available Records component of the NRCs ADAMS. The PDR is open by appointment only.
