96, Revision 24 (5) U.S. Department of Transportation Competent Authority Certification USA/9196/B(U)F-96, Revision 34 In accordance with 10 CFR §71.38, TN Americas, LLC (TNA) submits this application for renewal Certificate of Compliance (CoC) No. 9196 for the UX-30 transportation package [1]. There have been no changes to the CoC since the consolidated Safety Analysis Report for the Model UX-30 Package [2] was submitted with the previous renewal of the CoC No. 9196. TNA has a quality assurance program, approved by the Commission, which satisfies the provisions of Part 71, Subpart H Quality Assurance [3].
Additionally, TNA requests that the package review include consideration of NUREG-1886, Joint Canada-United States Guide for Approval of Type B(U) and Fissile Material Transportation Packages. The Canadian endorsement for the UX-30 is CDN/E2150/-96 [4].
TNA respectfully requests NRC issuance of Revision No. 31 of the UX-30 CoC on or before August 31, 2023. CoC Revision 31 will have an expiration date of December 31, 2029. The Department of Transportation (DOT) Competent Authority Certificate (CAC), validated in other countries, will have the same expiration date as CoC Revision No. 31. The urgency of this early renewal request is linked to international approval timeframes as well as shipments taking place during the remainder of this
E-62571 Document Control Desk Page 2 of 2 year. In addition, TNA respectfully requests that CoC Revision No. 31 includes a condition to allow continued use of Revision 30 of the CoC until the expiration of CoC Revision No. 30, i.e.,
December 31, 2024, to allow time for revalidation in other countries prior to expiration of the current CAC.
