SAFETY EVALUATION REPORT Docket No. 71-9196 Model No. UX-30 Package Certificate of Compliance No. 9196 Revision No. 19

SUMMARY

By application dated October 11, 2001, as supplemented, Chem-Nuclear Systems, LLC requested an amendment to Certificate of Compliance No. 9196 for the Model No. UX-30 package. The applicant requested a modification to add the CBC Watertight' Model 195 cylinder as an optional uranium hexafluoride (UF6) cylinder for transport in the Model No. UX-30 overpack with a transport index for criticality control of 0.0. Based on the statements and representations in the application, the staff agrees that the changes do not affect the ability of the package to meet the requirements of 10 CFR Part 71.

1.0 GENERAL INFORMATION 1.1 The Model No. UX-30 package consists of a protective overpack and a 30 inch UF6 cylinder. Two types of 30 inch UF6 cylinders may be carried in the UX-30 overpack.

These are (1) an ANSI N14.1 Standard 30B cylinder, or (2) a CBC Watertight' Model 195 cylinder.

The UX-30 overpack, carrying an ANSI N14.1 standard 30B cylinder, has previously been approved for use. This amendment request did not include revisions for this package configuration.

This amendment requests a revision to the UX-30 transport package to carry either a CBC Watertight' Model 195 cylinder or a retro-fitted ANSI N14.1 standard 30B cylinder. The CBC Watertight' Model 195 cylinder is essentially a 30B cylinder equipped with a Valve Protective Cover (VPC) that bolts over and protects the cylinder valve during transport. The VPC is a special design feature that provides additional assurance against the inleakage of water to the containment system and is an enclosure that retains any leakage.

This SER discusses only the inclusion of the CBC Watertight' Model 195 or retrofitted cylinder within the protective overpack.

Minimum criticality safety index for the UX-30 overpack containing a standard ANSI N14.1 30B cylinder 5.0 Minimum criticality safety index to be shown on the label for the UX-30 overpack containing a CBC Watertight' Model 195 cylinder 0.0 2.0 STRUCTURAL EVALUATION 2.1 General Description By application dated October 11, 2001, as supplemented, Duratek requested approval of revisions to the UX-30 package. The revisions add the CBC WatertightTM Model 195 cylinder as an optional UF6 cylinder for transport in the UX-30 overpack and change the transport index for criticality for this new configuration.

The current UX-30 packaging consists of a standard 30B UF6 cylinder inside a protective overpack. The amendment requested the addition of an optional CBC WatertightTM Model 195 cylinder. The CBC WatertightTM Model 195 cylinder is identical in dimensions and configuration to the standard 30B cylinder. The tare weight of the CBC WatertightTM Model 195 cylinder is well within the allowable for the standard 30B cylinder. In addition, the CBC WatertightTM Model 195 cylinder features a VPC to augment the 30B UF6 cylinder shipped in the UX-30 overpack. The VPC bolts over the cylinder valve of the 30B UF6 cylinder and protects the cylinder valve during transport. It also provides redundant seals for the package. The standard 30B cylinder in the UX-30 overpack, without the VPC, has gone through extensive qualification testing and has been previously certified by the NRC. The results of these tests demonstrated that the UX-30 package maintains the cylinders containment boundary in a leak-free condition both during and following the Normal Conditions of Transport (NCT) and Hypothetical Accident Conditions (HAC). There was no deformation reported for the standard 30B cylinder in the UX-30 overpack at the valve or chime locations.

2.2 Fabrication and Examination While the standard 30B cylinder has been designed and fabricated to meet ANSI N14.1 Specifications, the staff noted that the CBC WatertightTM Model 195 Cylinder not only meets ANSI N14.1 specifications, but also meets or exceeds many of the design and fabrication requirements of the ASME Boiler and Pressure Vessel Code,Section III, Subsection NC. A comparison of the specifications for the CBC WatertightTM Model 195 2

Cylinder and ASME Code,Section III, Subsection NC is provided in Table 2.1.2-1 of the Safety Analysis Report (SAR) where conservatism in the specifications for the CBC WatertightTM Model 195 Cylinder is highlighted. The thickness of the shell and head on the CBC WatertightTM Model 195 Cylinder meet the requirements based on formulas of ASME Code,Section III. Also, 100% radiographic examination of all butt welds is performed on the CBC WatertightTM Model 195 Cylinder, as required by ASME Code,Section III. This is more stringent than required for the standard 30B cylinder.

2.3 General Standards for All Packages (10 CFR 71.43) 2.3.1 Tamper-Proof Feature The VPC is equipped with a tamper-proof feature.

2.3.2 Valve and VPC The CBC Watertight' Cylinder is essentially an ANSI N14.1 30B standard cylinder equipped with a VPC. The cylinder with its VPC was subjected to the HAC testing conditions of 10 CFR 71.73. The SAR demonstrates that there was no loss of material.

In accordance with 10 CFR 71.43(e), the VPC provides an enclosure around the valve to retain any leakage should there be a failure of the valve. In addition, both the UX-30 overpack and VPC are equipped with a tamper indicating feature to prevent unauthorized operation of the valve.

2.4 NCT and HAC To demonstrate that the VPC on the CBC WatertightTM Model 195 Cylinder provides a special design feature that assures the maintenance of a water-tight seal around the cylinder valve during normal and hypothetical accident conditions, a series of drop tests were performed using a full-scale CBC WatertightTM Model 195 Cylinder in a UX-30.

The CBC WatertightTM Model 195 Cylinder used in the tests was loaded with 5329 lb. of lead shot which is 309 lb. more than the maximum allowable payload weight. The test series included one NCT 4-foot drop test, one HAC 30-foot drop test, and one HAC 40-inch puncture test onto a 6-inch diameter steel post. The same drop orientation was used for all three tests, namely, center of gravity (c.g.) over the package corner nearest the valve. No repairs or modifications were made to the package after each test.

The cumulative results of the test sequence indicate that the VPC is capable of maintaining a water-tight seal around the cylinder valve during NCT and HAC. The cylinder valve did not contact any other component of the packaging during or following the test sequence. The VPC O-rings remained leak-free prior to and following the test sequence. There was no loss or dispersal of the simulated contents, no changes to the packaging that would result in a significant increase in external surface radiation levels, and no substantial reduction in the effectiveness of the packaging.

The damage sustained to the UX-30 overpack was consistent with previous drop tests with the standard 30B cylinder inside. Furthermore, fire testing of a standard 30B 3

cylinder in a UX-30 overpack that was performed as part of the original UX-30 application, indicates that the average maximum temperature of the standard 30B cylinder does not exceed 200EF at any time for the regulatory specified fire conditions.

The O-rings used in the VPC are serviceable to 400EF. They will not degrade at the temperatures reported for the HAC thermal test. Therefore, the thermal test results for the previous tests remain applicable for the CBC WatertightTM Model 195 Cylinder.

2.5 Immersion - Fissile Material The criticality analysis for the package assumes that the package incorporates special design features in accordance with 71.55(e), and demonstrates that no single packaging error would permit leakage and that appropriate measures are taken before each shipment to ensure that the containment system does not leak. Full moderation and reflection by water is not assumed by the analysis. See the Criticality Evaluation, Section 6.0 below.

2.6 Evaluation Findings

The staff agrees with the applicants assertion that the VPC is a barrier to intrusion of water into the cylinder and is a special design feature. This special design feature (the VPC) of the CBC WatertightTM Model 195 Cylinder, together with preshipment measures to preclude water (discussed in Chapter 6 of the SAR) allow the assignment of a reduced transport index (TI) for criticality control. This is consistent with recent criticality evaluation which assumes no water intrusion.

Based on the review of the statements and representations in the application, the staff concludes that the structural design has been adequately described and evaluated and that the package has adequate structural integrity to meet the requirements of 10 CFR Part 71.

4.0 CONTAINMENT The containment boundary for the CBC Watertight' Cylinder is identical to the containment boundary of the ANSI N14.1 standard 30B cylinder.

6.0 CRITICALITY The criticality safety of the UF6 in transport relies upon a maximum allowable H/U ratio, which corresponds to a minimum UF6 purity. The maximum H/U ratio for UF6 30-inch cylinders is 0.088. Criticality analyses for the 30-inch cylinders of UF6 were reported in ORNL/TM-11947, Criticality Safety Review of 2 1/2-, 10-, and 14-Ton UF6 Cylinders, dated October 1991. These analyses showed that, for a maximum uranium enrichment of 5 wt% U-235, an infinite array of cylinders, as well as cylinders in overpacks, has a maximum k-eff well below 0.95. The analyses assume that the maximum H/U ratio within the cylinder is 0.088, basically, no water in-leakage is assumed. The analysis considered variable moderation between the bare cylinders, and between the cylinders within the overpacks. The overpack considered in these analyses was a DOT specification 21PF-1 overpack and the results are applicable to this package as well.

Although the cylinder considered in these analyses was an ANSI N14.1 standard 30B cylinder, the results are also applicable to this package. Full moderation and reflection by water is not assumed by the analysis.

The package (consisting of a CBC Watertight' Model 195 Cylinder and a UX-30 overpack) incorporates special design features in accordance with 10 CFR 71.55(c) that ensure that no single packaging error would permit leakage and that appropriate measures are taken before each shipment to ensure that the containment system does not leak. These special features are described below:

A. UF6 purity is maintained by adherence to ASTM C787 and C996 standards as required in USEC-651.

B. The full scale tests performed on the package indicated that the CBC Watertight' Model 195 Cylinder remained leak tight to water under hypothetical accident conditions, and would therefore assure that the maximum hydrogen/uranium (H/U) ratio within the cylinder remains below 0.088.

C. The CBC Watertight' Model 195 cylinder and valve are fabricated, inspected, and operated in accordance with SAR Chapters 7 and 8 which is similar to the requirements of ANSI N14.1. In addition, the cylinder and valve are fabricated, inspected, and operated in accordance with USEC-651, Good Handling Practices for Uranium Hexafluoride.

D. In addition to the fabrication requirements of ANSI N14.1, the CBC Watertight' Model 195 cylinder is subjected to 100% radiographic inspections of the containment welds. ANSI N14.1 only requires spot radiographs of the containment welds.

E. Prior to shipment, the leak testing of the filled cylinder is verified by leak rate testing of the pigtail before disconnection and after closing of the cylinder valve.

The continued presence of UF6 in the pigtail is an indication that the valve is not fully closed or is defective and corrective measures will be taken.

F. Prior to shipment, the VPC is leak tested to a maximum permissible leakage rate of 1 x 10-3 std cc/sec in accordance with ANSI N14.5.

G. On a periodic basis, as described in Chapter 8 of the SAR, the cylinder valve is leak tested to a maximum permissible leakage rate of 1 x 10-3 std cc/sec and the VPC is leak tested to a maximum permissible leakage rate of 1 x 10-5 std cc/sec in accordance with ANSI N14.5.

One note, the SAR states that a leakage rate of 1 x 10-5 std cc/sec is equivalent to no ingress of water to a system (essentially that the system is water tight). The staff does not agree with this conclusion. However, the staff agrees that the cylinder containment boundary combined with the VPC within the UX-30 protective overpack results in a system that prevents in-leakage of water to the cylinder cavity and is a special design feature.

Due to the special design features that ensure that no single packaging error would permit leakage and that appropriate measures are taken before each shipment to ensure that the containment system does not leak (which are described above), the transport index for criticality control is 0.0 for the package with the CBC Watertight' Model 195 cylinder.

Based on the review of the statements and representations in the application, the staff concludes that the nuclear criticality safety design has been adequately described and evaluated and that the package meets the subcriticality requirements of 10 CFR Part 71.

The Certificate of Compliance for the package specifies that the maximum H/U ratio within the cylinder must not exceed 0.088.

7.0 Operating Procedures The applicant revised their operating procedures to add incremental steps for operating the package with the CBC WatertightTM Model 195 Cylinder. This included inspections for defects of the VPC, flange, and O-rings. Additionally, a torque requirement was set for the VPC bolts and a preshipment leak test having a sensitivity of at least 1 x 10-3 std-cc/sec per ANSI N14.5-1997 will be performed on the VPC.

The operating procedures also require that the VPC be cylinder specific, have the same serial number as the cylinder, and not be transferred to any other cylinder.

Based on the statements and representations in the application, the staff concludes that the operating procedures meet the requirements of 10 CFR Part 71 and that these procedures are adequate to assure the package will be operated in a manner consistent with its evaluation for approval.

8.0 Acceptance Tests and Maintenance Program The applicant prepared acceptance test specifications for the manufacture of new CBC WatertightTM Model 195 Cylinders and for the retrofitting of standard 30B UF6 cylinders (CBC-WT-M195). In addition, the applicant has included drawings of the CBC WatertightTM Model 195 Cylinder.

The specification also contains a revised maintenance program for the CBC WatertightTM Model 195 Cylinder. This maintenance program includes routine operational inspections, periodic inspections and tests, and five-year periodic inspections.

Based on the statements and representations in the application, the staff concludes that the acceptance tests for the packaging meet the requirements of 10 CFR Part 71 and that the maintenance program is adequate to assure packaging performance during its service life.

CONCLUSION The Certificate of Compliance (CoC) has been revised to include the modified CBC WatertightTM Model 195 cylinder including engineering drawings and operating procedures.

The transport index for criticality control for the package with a CBC WatertightTM Model 195 Cylinder has been changed to 0.0. Based on the statements and representations in the application, the staff agrees that the changes do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
