I am ok with testing knowledge that the EDG starts but does not load on a LOCA unit if offsite power is available but when you add the wrinkle of a LOOP on Unit 2, a much more plausible distractor and a better LOD would be to have 23-1 as being the bus energized. Then you are truly testing the LOCA interlock. I recognize the second part would have to be reworded to avoid cueing but just asking the alignment after the subsequent condition would avoid that. I am open to discussion on this question.
