Withdrawal of License Amendment Request to Revise Technical Specification 5.5.2, "Containment Leakage Rate Testing Program," for Permanent Extension of Type A and Type C Leak Rate Test Frequencies By letter dated April 4, 2023 (Agencywide Document Access and Management System (ADAMS) Accession No. ML23094A155), Duke Energy Carolinas, LLC (Duke Energy) proposed to amend the Technical Specifications (TS) for Oconee Nuclear Station (ONS) Units 1, 2, and 3.
The license amendment request proposed to revise TS 5.5.2, ³Containment Leakage Rate Testing Program,' to allow the following:
Increase the existing Type A integrated leakage rate test (ILRT) program test interval from 10 years to 15 years, Adopt an extension of the containment isolation valve leakage rate testing frequency for Type C leakage rate testing of selected components, Adopt the use of American National Standards Institute/American Nuclear Society (ANSI/ANS) 56.8-2002, ³Containment System Leakage Testing Requirements,'
Adopt a more conservative allowable test interval extension of nine months for Type A, Type B and Type C leakage rate tests.
Due to discussions with the U.S. Nuclear Regulatory Commission (NRC) staff on April 18, 2023 and a subsequent reevaluation of the proposed change, Duke Energy has decided to withdraw the amendment request and is no longer seeking NRC staff review and approval.
There are no regulatory commitments contained within this letter.
