OF AUGUST 28, 2024, MEETING WITH GLOBAL NUCLEAR FUEL - AMERICAS, LLC
Background
On August 28, 2024, an Observation Public Meeting was held by teleconference between the U.S. Nuclear Regulatory Commission staff and representatives from Global Nuclear Fuel -
Americas, LLC (GNF-A, or the applicant) to discuss a pending amendment request for the Model No. New Powder Container (NPC) package.
This Observation Public Meeting was noticed on July 11, 2024 (Agencywide Documents Access and Management System Accession No. ML24193A146). The attendance list and the publicly available presentation slides are provided as Enclosure Nos. 1 and 2, respectively.
Discussion GNF-A requested this meeting to present the proposed changes to the NPC package to increase fissile material enrichment limitation to 8 weight percent U-235, credit certification test results for limited moderator intrusion, and increase the payload content of heterogeneous material. GNF-A stated that there are no changes to the criticality safety index of 0.7, no changes to the package or hardware and no changes to the uranium material compounds.
GNF-A will document physical test data in the application and explained that damaged packages remain watertight following a free drop, puncture and fire testing per Title 10 of the Code of Federal Regulations (10 CFR) 71.35(c)(5) immersion testing while undamaged Inner Containment Canister Assemblies (ICCAs) remain watertight as demonstrated by 10 CFR 71.73(c)(6) immersion testing.

Both 10 CFR 71.73(c)(5) and (c)(6) immersion testing data will be used to justify modifications to in-leakage assumptions in the criticality analysis.
GNF-A said that, with the testing results, it is credible that no ICCAs will flood during hypothetical accident conditions and that for conservatism, up to two ICCAs in each NPC are assumed to leak (allowing moderator intrusion with no material loss).
Responding to a staffs question, GNF-A said there is no change in the overall net weight allowed. The total payload mass remains unchanged (i.e., 60 kilograms (kgs) per ICCA and 540 kgs total). The updates to the uranium payload allowed are based on the analyses using the required poly bottle.
GNF-A will submit this amendment request in October 2024 and will request approval because of a business need date for October 2025.
Staff said it understood well the licensing approach as presented and had a few specific questions on both the structural and criticality evaluations during the proprietary session, regarding in particular the increased enrichment to 8 weight percent U-235, the adjustment of the Upper Subcritical Limit, the benchmarking for KENO validation, and the credit for certification test results for limited moderator intrusion.
No regulatory commitments were made during this meeting.
