By letter dated August 29, 2022 (Reference 1), Ameren Missouri submitted a license amendment request (LAR) to revise Technical Specification (TS) 3.7.16, Fuel Storage Pool Boron Concentration; TS 3.7.17, Spent Fuel Assembly Storage; Figure 3.7.17-1, Minimum Required Fuel Assembly Bumup as a Function of Initial Enrichment to Permit Storage in Regions 2 and 3 ; and TS 4.3. 1, Criticality. The proposed TS changes are needed to reflect the performance of a new/revised criticality safety analysis (CSA) for fuel assembly storage in the Callaway Energy Center (Callaway) spent fuel pool (SFP) storage racks, based on a methodology compliant with the guidance in Regulatory Guide 1.240, Fresh and Spent Fuel Pool Criticality Analyses, Revision 0. The requested information and the response to each item identified in Reference 2 is provided in. In developing the response, the originally proposed TSs and TS Bases have been modified. In addition, vendor-provided analyses have been completed that support the responses given in Enclosure 1. The documents are included in the following enclosures:

Since Enclosure 8 contains information proprietary to HOLTEC International, it is supported by an affidavit signed by a representative ofthe owner ofthe information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of 1 0 CFR 2.390. Accordingly, it is respectfully requested that the proprietary information be withheld from public disclosure in accordance with 1 0 CFR 2.3 90.
In addition, Enclosure 2 provides supplemental information resulting from the identification of an issue during the development ofthe core loading plan for operating cycle 27. This core loading plan requires the use of fuel containing an integral fuel burnable absorber (IFBA) not explicitly bounded by the cases presented in the criticality safety analysis provided in support of the license amendment request provided in Reference 1. This letter conveys the supplemental analyses demonstrating the acceptability ofthe placement and storage ofthe fuel being acquired for operating cycle 27 in the SFP.
Vendor-provided analyses have been included in Enclosure 8 that address the issue described in.
As discussed in the Enclosures, the requested information and associated changes provided in this letter have no adverse impact on the regulatory analysis and conclusion of acceptability described in the LAR provided in Reference 1. In addition, the responses to the requested information and associated changes described in this response do not change the No Significant Hazards Consideration conclusions reached in the LAR provided in Reference 1, nor do they change the conclusion regarding no need for an environmental assessment based on the categorical exclusion provisions of 1 0 CFR 51.22.
In accordance with the Callaway Operating Quality Assurance Manual, the Onsite Review Committee has reviewed and approved the submittal of this supplemental information in support of the license amendment application. to this letter contains sensitive information.
