Dear U.S. Nuclear Regulatory Commission Staff:

ClearPath appreciates the opportunity to express support for TRISO-X LLCs proposed nuclear fuel fabrication facility in Oak Ridge, Tennessee, and to emphasize the benefits of this project and the role it plays in enabling advanced reactor deployment. Our mission is to develop and advance policies that accelerate breakthrough innovations to reduce emissions in the energy and industrial sectors. An entrepreneurial, strategic 501(c)(3) nonprofit, ClearPath collaborates with public and private sector stakeholders on nuclear energy, carbon capture, natural gas, hydropower, geothermal, energy storage, hydrogen, and heavy industry to enable private-sector deployment of critical technologies.

The rapid scaling of innovative clean technologies, like advanced nuclear energy, is essential for a reliable and robust clean energy system. Advanced nuclear reactors have a variety of attributes that allow them to tackle power sector decarbonization at utility-and microgrid-scale, as well as provide clean energy for industrial and district heating.

X-energy is one of two flagship projects awarded funding by the Department of Energy through the Advanced Reactor Demonstration Program (ARDP). It will demonstrate its technology in Washington state with Energy Northwest. The Xe-100 is a pebble-bed high-temperature gas reactor (HTGR) powered by the TRi-structural ISOtropic (TRISO) particle fuel manufactured in the TRISO-X fabrication facility. For this demonstration project to become fully operational, the proposed TRISO-X fabrication facility is necessary as it will produce the cutting-edge uranium oxycarbide (UCO)-based fuel. As this is a novel fuel type, it will be important for the NRC to efficiently and effectively review this license application.

By building advanced nuclear reactors and fuel fabrication facilities, the U.S. will be well on its way to gigawatts of new clean generation, a robust supply chain, and cost-competitive, exportable reactors. ClearPath is supportive of the TRISO-X project and looks forward to following the NRCs progress on actions that enable the reinvigoration of Americas nuclear industry.
