Attached is the U.S. Nuclear Regulatory Commission (NRC) staff completeness determination for the Terrestrial Energy USA, Inc. (TEUSA) topical report titled Principal Design Criteria for IMSR Structures, Systems and Components, Revision A. Based on a preliminary review of the report, the NRC staff determined that it provides sufficient information for the NRC staff to begin a detailed technical review.

As discussed, the NRC staff plans to issue its draft safety evaluation by January 17, 2024.

If needed, the NRC staff will issue a request for additional information (RAI) by July 31, 2023, with a request for TEUSA to provide a response within 30 days. The NRC staff estimates that 325 staff hours will be needed to complete the technical review and issue the safety evaluation. The schedule and level of effort could change due to several factors including, the need for additional RAIs, unanticipated changes to the scope of the review, and unsolicited supplements to the topical report. The NRC staff will communicate any changes to the review schedule or estimated staff hours by email, including the reason(s) for the changes.
