TERRESTRIAL ENERGY USA, INC. - FINAL SAFETY EVALUATION REGARDING THE PRINCIPAL DESIGN CRITERIA FOR INTEGRAL MOLTEN SALT REACTOR STRUCTURES, SYSTEMS AND COMPONENTS TOPICAL REPORT REVISION C (EPID L-2021-TOP-0034)
Dear Mr. Irish:
By letter dated January 17, 2023, Terrestrial Energy USA, Inc. (TEUSA) submitted its topical report (TR), Principal Design Criteria for IMSR Structures, Systems and Components, Revision A (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23025A066) to the U.S. Nuclear Regulatory Commission (NRC or Commission) for the NRC staffs review. Subsequent Revisions B and C of the TR were submitted on December 29, 2023, and July 19, 2024, respectively (ML24053A168 and ML24204A092). The NRC staffs safety evaluation (SE) is based on Revision C of the TR. TEUSA requested the NRC staffs review and approval of its proposed principal design criteria (PDCs), which are expected to be referenced in future licensing submittals for the TEUSA Integral Molten Salt Reactor (IMSR) design under Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utilization Facilities, or Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants.
The NRC staff's Final SE for the TR is enclosed. Enclosure 1 is the redacted version of the SE and will be made publicly available. Enclosure 2 contains proprietary information and access to this document will be controlled consistent with the regulations in 10 CFR 2.390, Public inspections, exemptions, requests for withholding.
The NRC staff concluded that TEUSA developed a sufficient set of PDCs that are appropriate for establishing requirements for the IMSR design. The subject TR is therefore suitable for referencing in future licensing applications for the IMSR, subject to the limitations and conditions included in section 4.0, Limitations and Conditions, of the SE. The NRC staff requests that TEUSA submit an accepted proprietary and non-proprietary version of the PDC TR within 3 months of receipt of this letter. The accepted version shall incorporate this letter and the enclosed SE. to this letter contains proprietary information. When separated from Enclosure 2, this letter is DECONTROLLED.
