Mr. Keele, By application dated September 30, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21274A874), as supplemented by letters dated December 2, 2021 (ML21337A245), June 2, 2022 (ML22153A464), and October 13, 2022 (ML22286A249),
Entergy Operations, Inc. (Entergy, the licensee) requested changes to the Technical Specifications (TSs) for Arkansas Nuclear One, Unit 1 (ANO-1). The proposed changes would revise the Dose Equivalent Iodine (I)-131 (DEI) and the reactor coolant system (RCS) primary activity limits required by ANO-1 TS 3.4.12, RCS Specific Activity. In addition, the primary-to-secondary leak rate limit provided in ANO-1 TS 3.4.13, RCS Operational Leakage, would be revised. These changes are proposed by the licensee due to non-conservative inputs used in the dose calculations for the steam generator tube rupture (SGTR) accident, the main steam line break (MSLB) accident, and the control rod ejection accident (CREA).
On December 1, 2022, the NRC staff transmitted a DRAFT proprietary (non-public) safety evaluation (SE) supporting the license amendment to the licensee via the NRC Box Enterprise File Synchronization and Sharing System (Box-EFSS), a secure mechanism to share files with external parties. The draft SE is being withheld from public disclosure at this time because it contains proprietary information pursuant to Title 10 of the Code of Federal Regulations, Part 2, Section 2.390. Proprietary information is identified by bold text enclosed within double brackets as shown here (( text )).
The purpose of this communication is to request that the licensee perform a proprietary review of the draft SE prior to the staffs finalization of the document. The NRC staff have determined that the subject evaluation does not contain proprietary information outside of the bolded double brackets (i.e., (( )) ) in the document. However, if you believe that any information located outside of the bolded double brackets ( (( )) ) in the document is proprietary, please use the secure Box-EFSS portal to identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390.
The NRC staff requests that Entergy provide comments regarding the proprietary content in the draft SE by noon on December 9, 2022. The response timeframe was discussed with Mr.
Robert Clark of your staff on December 1, 2022. If circumstances result in the need to revise your response date, or if you have any questions, please contact me at (301) 415-4037.
Since the NRC review is not yet complete, this e-mail and the draft SE transmitted via Box-ESFF do not convey or represent an NRC staff position regarding the licensee's request.
Should the amendment be approved, the NRC staff will prepare a redacted, publicly available, nonproprietary version of the SE.
