Reference:

1) License Amendment Request (LAR) 18-02, Removal of the ETUS SPPP and Revision of the UUSA SPPP to Eliminate CAB Operations, dated 6/21/2018 (LES-18-069-NRC, ML18235A175)

In accordance with 10 CFR 70.34 and 10 CFR 95.19(a), Louisiana Energy Services (LES), dba Urenco USA (UUSA), hereby requests NRC approval of an amendment to the materials license SNM-2010 to approve the ETC US Standard Practices Procedure Plan (SPPP) for the Protection of Classified Matter.

Please note, previously, the SPPP for Protection of Classified Matter at the Enrichment Technology-United States (ETUS) facility located at the UUSA site, approval of a non-possessing facility clearance for ETC US, and approval of a revision to the UUSA SPPP with the deletion of the corresponding License Condition 10.i. was requested for reasons addressed in Reference 1. provides the background, basis for approval of the ETC US SPPP and proposed change to SNM-2010. Enclosure 2 includes Revision 0 of the proposed ETC US Standard Practices Procedure Plan (SPPP) for the Protection of Classified Matter.

The Enclosures contain Security-Related Information and disclosure to the public could present security vulnerability. Accordingly, the enclosures should be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1).
