Rationale for changes in RCOL Std. Dep., RCOL COL Item(s), and RCOL PTS Changes:

VEGP COL application, Rev. 3, justified deleting the reviewers note to complete COL Item 5.3 by stating, the reviewers note information for this specification is deleted because it is not intended to be a part of plant-specific technical specifications.

This GTST will keep the Reviewers Note at the beginning of this Section as stated by AP1000 GTS 5.3, Rev. 19 and WOG STS 5.3, Rev. 4 in order to keep AP1000 STS 5.3 generic and not plant-specific. However, the brackets around the Reviewers Note in GTS 5.3 will be removed by this GTST so that AP1000 STS 5.3, Rev. 0 will be consistent with WOG STS 5.3, Rev. 4 (do not use brackets around reviewers notes).

COL Item 5.3.1 replaced Regulatory Guide 1.8, Revision 2, 1987 with Regulatory Guide 1.8, Revision 3, 2000 to keep the reference up to date.

Even though staff qualification requirements are part of Regulatory Guide 1.8, COL Item 5.3.1 inserted text regarding cold license operators in GTS 5.3.1because GTS 5.3.1 does not address qualifications for cold license operators. The inserted text is acceptable because the proposed exception is based on an approved staff position.

The inserted text regarding cold license operators is included by this GTST in AP1000 STS 5.3.1, Rev. 0. However, all of the inserted text will be bracketed to allow for cases where the entire unit staff is covered by the standard specified in the first sentence or where certain staff positions need qualification exceptions to be specified.

VII. GTST Safety Evaluation

Technical Analysis:

The inserted text added to GTS 5.3.1 addresses the staff qualifications during cold license operator training prior to commercial operation. In AP1000 STS 5.3.1, however, the inserted text will be bracketed in its entirety. In addition, the brackets around the last paragraph in GTS 5.3.1 are retained to allow for plant-specific exceptions to staff position qualification requirements.

Other changes made to GTS 5.3.1 do not affect the technical content but improve the readability, implementation, and understanding of the requirements, and are therefore acceptable.

Having found that this GTSTs proposed changes to the GTS are acceptable, the NRC staff concludes that AP1000 STS Section 5.3 is an acceptable model Specification for the AP1000 standard reactor design.
