Physical Protection aggregated Category 1 or Program Category 2 quantity of radioactive material (a) The Inservice Testing Program will be fully implemented when the turbine generator is online and on nuclear heat. Appropriate portions of the program are implemented as necessary to support the system operability requirements of the technical specifications.

(b) License Amendments 95 and 94 for the Vogtle Electric Generating Plant, Units 3 and 4, respectively, approved a change such that the Units 3 and 4 exercises will be partial-participation exercises. As permitted by 10 CFR Part 50, Domestic Licensing of Production and Utilization Facilities, Appendix E, Emergency Planning and Preparedness for Production and Utilization Facilities,Section IV.F.2.a(iii), the full-participation exercise requirement will be satisfied by the biennial exercise conducted for the Vogtle Electric Generating Plant, Units 1 and 2.

(c) This document is not publicly available in the Agencywide Documents Access and Management System (ADAMS).

(d) Operational programs must be implemented by the milestones identified in license conditions, but NRC inspections may be completed after these milestones.

(e) On November 23, 2021, the NRC approved an exemption request authorizing Vogtle Electric Generating Plant, Units 3 and 4 to implement the requirements of 10 CFR 73.55, Requirements for physical protection of licensed activities in nuclear power reactors against radiological sabotage, and 10 CFR 73.56, Personnel access authorization requirements for nuclear power plants, for each unit after the NRC makes its finding under 10 CFR 52.103(g) for the unit but before initial fuel load into the reactor for that unit. The stated milestones have been updated to reflect this NRC-approved exemption.

(f) On December 21, 2021, the NRC approved an exemption request authorizing Vogtle Electric Generating Plant, Units 3 and 4 to implement for each unit a Fitness-for-Duty Program that meets all requirements of 10 CFR Part 26, Fitness for Duty Programs, except for Subpart K, FFD Programs for Construction, at a point after the NRC makes its finding under 10 CFR 52.103(g) for the unit but before initial fuel load for that unit. This exemption allows the licensee to continue implementing for each unit its construction Fitness-for-Duty Program for those individuals in 10 CFR 26.4(e) and (f) until the licensee implements a Fitness-for-Duty Program that meets all requirements of 10 CFR Part 26, except for Subpart K, for the unit.
