LOUISIANA ENERGY SERVICES - AMENDMENT 95, APPROVAL OF LICENSE AMENDMENT REQUEST FOR REVISION TO URENCO USA (UUSA)

MCNP6 VALIDATION REPORT TO SUPPORT ENRICHMENTS UP TO 10 WEIGHT PERCENT URANIUM-235 (LAR 21-03) (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2021-LLA-0238)

Dear Wyatt Padgett:

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the letter from Louisiana Energy Services, LLC (LES) doing business as URENCO USA, LLC dated December 10, 2021 and April 27, 2022 (Agencywide Documents Access and Management System (ADAMS)

Accession Nos. ML21349A142 and ML ML22122A059), requesting approval of a revision to the existing UUSA MCNP6 Validation Report and an amendment to the UUSA Safety Analysis Report. The NRC staff also reviewed your responses to requests for additional information (RAIs) dated March 11, 2022 (Accession No. ML22074A022).

Based on the review, the NRC staff concludes that the UUSA MCNP6 Validation Report for use of up to 10 weight percent uranium (U) - 235 is acceptable and that LES provides reasonable assurance of subcriticality under normal and all credible abnormal conditions, provides reasonable assurance of adequate protection against the risk of criticality accidents, and otherwise satisfies the requirements of Title 10 of the Code of Federal Regulations (10 CFR)

Part 70, Domestic Licensing of Special Nuclear Material. This report does not provide any conclusions regarding the physical possession and/or processing of special nuclear material in excess of current possession limits. Therefore, the amendment request is approved. The dates of the revised Safety Analysis Report (December 10, 2021 and April 27, 2022) have been added to Materials License SNM-2010 Section 1.0, sub-section 10(b).

The review by the NRC staff is documented in the safety evaluation report, which is provided as to this letter. Enclosures 2 and 3 to this letter provide publicly available and non-publicly available versions of the amended license, respectively.

This letter concludes action on this submittal and Enterprise Project Identifier L-2021-LLA-0238 is closed.

Enclosures 1 and 3 transmitted by this letter contain Security-Related Information.

When separated from Enclosures 1 and 3, this letter and Enclosure 2 are decontrolled.
