On November 5, 2021, the US Nuclear Regulatory Commission (NRC) issued the Operator Examination Report for the Vogtle Electric Generating Plant Uni t 3, ADAMS Accession Number ML21312A191. In reviewing this report, we identified that the Report Number (5200026/2021301), Facility Docket (5200026) and License number (NPF-92) and the Enterprise Identifier (EPID: L-2021-OLL-0051) for Vogtle Unit 4 were not included in the report.

During the period June 1 through August 15, 2021, the Nuclear R egulatory Commission (NRC) reviewed the accumulated experienc e for 10 Reactor Operators (R Os) and 4 Senior Reactor Operators (SROs) that had previous ly passed an NRC written exam ination and operating test.
The issuance of the licenses was deferred until after the opera tors completed their required plant operating experience.
All applicants satisfactorily completed all required experience requirements. All ten of the ROs and all four SRO were issued licenses.

SUMMARY
ER 05200025/2021301 AND 05200026/2021301; operating license def erred item inspection June 1 - August 15, 2021; Vogtle Unit 3 & 4; Operato r License Issuance.
A Nuclear Regulatory Commission (NRC) examiner conducted a revi ew of documentation associated with completion of deferred requiremen ts to obtain operator licenses for Vogtle Unit 3 & 4. The examiner also reviewed the licensees requalification training program. This review ensured that all operator licensi ng requirements identified in 10 CFR §55.41, §55.43, and §55.45, as applicable, were satis factorily completed.
All ten Reactor Operator and all four Senior Reactor Operators were issued licenses.

4OA5 Operator Licensing
- a. Inspection Scope
The region previously evaluated each of the applicants prelimi nary applications using the guidance in 10 CFR 55.31(a)(4), NUREG-1021, and NEI 06-13A, Template for an Industry Training Program Description.
NEI 06-13A, Appendix A, Cold License Training Plan, identifie s the following requirement for cold license applicants:
Six months of practical and meaningful work assignments that i ncludes preoperational testing, and one or more of the following: Procedure developmen t and validation, human factors engineering activities, task analysis verification, and licensed operator classroom presentations or simulator training implementation.
NUREG-1021, ES-202, Section D.4 (page 13 of 16) states that the cold licensing process is described in Nuclear Energy Institute (NEI)06-13A, Template for an Industry Training Program Description, Revision 1, issued March 2008. T he NRC accepted the guidance of NEI 06-13A on December 5, 2008, for use in the comb ined operating license applications for new plants. Cold licensed operator can didates did not need to satisfy RG1.8 or NANT-2010 experience requirements before enter ing a licensed operator training program. The experience requirements that had not been met at the time the licensed operator examination was administered would b e certified by the licensee as being complete prior to the individuals NRC operat or license being issued.
The license applications were approved to allow the applicants to sit for NRC exams with the requirement that the practical and meaningful work assignme nts would be deferred until after the exam. Additionally, the licensee committed to c reate and maintain a requalification program based upon the Systematic Approach to T raining (SAT) process and that each applicant would routinely attend this requalifica tion training after successfully completing an NRC exam.
During the time frame of June 1, 2021 through June 30, 2021, th e licensee submitted to the NRC documentation certifying that 14 individuals had comple ted the experience requirements and provided documentation associated with their S AT based requalification program. On August 12, 2021, Southern Nuclear Corporation (SNC) formally requested the issuance of nine Reactor Operator (RO) and four Senior Reactor Operator (SRO) licenses. On S eptember 27, 2021, SNC formally requested the license for the tenth RO.
The NRC evaluated the deferences and records associated with completing the deferred experience requirements for these 14 licenses. This ev aluation consisted of reviewing operating logs, testing records, and individual opera tor eligibility and training records to verify each had completed the experience requirement s required by NEI 06-13A, Appendix A.

Additionally, the NRC reviewed the records associated with the SAT based continuing operator requalification training program to ensure that it was being conducted in accordance with applicable licensee procedures and that those p rocedures met the requirements of NEI 06-13A. The examiner also verified that the annual and biannual testing performed met the requirements of 10 CFR 55.59.

No findings were identified.
Thirteen licenses were issued the week of August 16, 2021. The fourteenth license was issued on October 27, 2021. Copies of all individual licenses were sent to the facility Training Manager.

Exit Meeting Summary
On August 17, 2021, the NRC discuss ed the inspection results with Robert Stough, Operations Support Manager-Vogtle Units 3 & 4. Upon issuance of the four teenth license on October 28, 2021, a final discussion of the inspection results was held wit h Derrick Trafford, Shift Manager Vogtle Units 3 & 4.
