Dear Madam or Sir:

Pursuant to 10 CFR 50.90, ADP CR3, LLC (ADP CR3) requested a License Amendment to the Crystal River Unit 3, ISFSI Security Plan, Revision A (Reference 1). ADP CR3 hereby provides Supplement 1 to this submittal.

In the Revision A of the ISFSI Security Plan and the Additional Security Measures submitted, there was a reference to the use of an Industry database. ADP CR3 will not maintain access to that industry database in the future and herby submits new verbiage for three paragraphs. provides the strikeout version of the three specific places that referenced the industry database. The specific paragraphs were declassified, therefore this submittal is not proprietary or classified.

The conclusions of the No Significant Hazards Consideration and the Environmental Impact Evaluation contained in Reference 1 are not affected by, and remain applicable to, this Supplement.

A copy of this submittal has been provided to the State of Florida in accordance with 10 CFR 50.91(b).

There are no new regulatory commitments made within this submittal.

A visitor verification is conducted in accordance with facility procedures. to ensure that the individual requesting visitor access is not listed in the industry personnel access database with a current denial status. CR3 may re-screen the individual requesting visitor access to establish trustworthiness and reliability in accordance with the provisions in Regulatory Guide 5.66 Rev. 1facility procedures. The visiting individual is issued a badge that clearly identifies the person as requiring escort.

4. The licensee shall develop, implement, and maintain procedures for updating background investigations for persons who are applying for reinstatement of unescorted access. Licensees need not conduct an independent reinvestigation for individuals who possess active Q or L clearances or possess another active U.S. Government granted security clearance (i.e., Top Secret, Secret, or Confidential)

CR3 Response CR3 Access Authorization Program (AAP) implementing procedures provide guidance for workers that are applying for reinstatement of unescorted access through the use of information sharing databases or site documentation to verify favorable termination of access within the proceeding 365 days

6. The licensee shall develop, implement, and maintain procedures designed to ensure that persons who have been denied unescorted access authorization to the facility are not allowed access to the facility, even under escort.

CR3 Response CR3 Access Authorization Program (AAP) implementing procedures provide guidance for documentation in both information sharing databases and internal records of the denial for unescorted access. Procedure requires the verification of any internal denial status prior to processing visitors into the Protected Area of the ISFSI.
