GUIDANCE FOR THE AUGUST 12, 2021, MONITORING ONSITE OBSERVATION VISIT TO THE SAVANNAH RIVER SITE SALTSTONE DISPOSAL FACILITY Date: Tuesday, July 27, 2021 3:55:00 PM GUIDANCE FOR THE AUGUST 12, 2021, MONITORING ONSITE OBSERVATION VISIT TO THE SAVANNAH RIVER SITE SALTSTONE DISPOSAL FACILITY The U.S. Nuclear Regulatory Commission (NRC) staff is planning an onsite observation visit (OOV) on August 12, 2021, to the U.S. Department of Energy (DOE), Savannah River Site (SRS) Saltstone Disposal Facility (SDF) to monitor activities related to the disposal of non-high-level waste, per the NRC responsibilities under the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA). This OOV is designated as SDF-CY21-01. The guidance below describes the activities for this OOV. The detailed agenda and summary will be included in the OOV Report.

The NRC plans to conduct the following activities during this OOV and next to an activity is any appropriate associated monitoring factor(s) from either the current NRC SDF Monitoring Plan or the five NRC Letters that modified that Plan (see NRCs Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML13100A113, ML17097A351, ML18033A071, ML18107A161, ML18219B035, ML19150A295):

Technical discussion of recent operations, including saltstone disposal volumes, saltstone inventory, and worker dose (Monitoring Factor (MF) 1.01, MF 1.02, MF 8.01, and MF 11.01);

Technical tours, including Construction of both Saltstone Disposal Structure (SDS) 8 and SDS 9 (MF 6.03, MF 6.04, and MF 6.05); and Observational tours, including Z-Area Perimeter (from vehicle on perimeter road) (MF 6.04 and MF 8.02), Salt Waste Processing Facility, and Saltstone Production Facility.

While onsite, the NRC staff is also planning on an NRC/DOE Management discussion and an observational tour of the SRS Tank Farms.

For the SDF, the history of both the DOE Waste Incidental to Reprocessing (WIR)

Consultation with the NRC under NDAA Section 3116(a) and the NRC WIR Monitoring, in coordination with the South Carolina Department of Health and Environmental Control under NDAA Section 3116(b) was in a previous OOV Guidance Memo (ADAMS Accession No. ML18155A389).
