GENERIC LETTER (GL) 89-13; SERVICE WATER SYSTEM PROBLEM RESPONSE Commitment No: 1229 Classification: Revision Source Document: AEP:NRC:1104A Existing Commitment Statement:
Periodic cleaning and inspection of safety-related water-to-water and water-to-oil heat exchangers will be performed to meet the requirements of GL 89-13.
Revised Commitment Statement:
Periodic cleaning and inspection of safety-related water-to-water and water-to-oil heat exchangers will be performed to meet the requirements of GL 89-13. The interval between cleaning and inspection activities may be adjusted to greater than 5 years based on previous inspection results and engineering justification.
Change Description Summary:
GL 89-13 requires the minimum final testing or inspection frequency to be once every 5 years, unless the licensees commitments specifically state otherwise. Past performance has identified that some safety related heat exchangers are capable of performing their safety related function for longer than 5 years without cleaning and inspection. This change will allow the Site to extend cleaning and inspection beyond 5 years where justified.

ACKNOWLEDGEMENT OF RESPONSE TO INSPECTION REPORTS 50-315/ 83-18 AND 50-316/ 83-19 Commitment No: 3429 Classification: Revision Source Document: N84011 Existing Commitment Statements:
First Revised Commitment: Minutes of the Plant Operations Review Committee (PORC) which superseded the Plant Nuclear Safety Review Committee (PNSRC) will be reviewed by the designated management representative who is assigned authority, as required by ANSI N18.7-1976/ ANS 3.2, to ensure that conditions adverse to safety are adequately controlled.
Original Commitment: Starting with the minutes of Plant Nuclear Safety Review Committee (PNSRC) November, 1983 meeting number 1450, the Subcommittee on Corporate and Plant Occurrences will review the minutes of each PNSRC meeting to ensure that conditions adverse to safety were adequately controlled. Full compliance will be achieved by December 31, 1984.
Revised Commitment Statement:
Minutes of the Plant Operations Review Committee (PORC) which superseded the Plant Nuclear Safety Review Committee (PNSRC) will be reviewed by the designated management representative who is assigned authority and responsibility for effective functioning of the unit and who is not immediately responsible for the performance of the activities to be reviewed, as required by ANSI N18.7-1976/ ANS 3.2, to ensure that conditions adverse to safety are adequately controlled.
Change Description Summary:
Removing the additional review by the onsite review committee reduces the staff time and resource commitment and aligns with the Sites lean initiative. Meeting minutes continue to be reviewed by the PORC Chairman and Site Vice President.

UNITS 1 AND 2 ISSUANCE OF AMENDMENT RELATED TO REACTOR PROTECTION SYSTEM UPGRADE Commitment No: 6019 Classification: Revision Source Document: N94001 Existing Commitment Statement:
Regarding the potential for mixing up the control cards, the plant representatives indicated that only one card would be configured at a time, and that all configuration activities would be done at a dedicated workbench.... The control cards are labeled and will be properly returned to their nest and rack before another card is pulled for configuration.
Revised Commitment Statement:
Regarding the potential for mixing up the control cards, control cards are supplied with unique serial number, assigned identifying component labels, configured and controlled based on their design function and assigned plant location in the protection system by Rack, Nest, and Slot as detailed by their respective Instrument Configuration Document (ICD) and controlled in accordance with the specific procedure data sheets or facsimile thereof, and so they are placed into their appropriately assigned plant location based on unique ICD, serial number, and card location (Rack, Nest, and Slot).
Change Description Summary:
This change will allow the Site to configure more than one card at a time and continues to support the management of control card configuration by following the specified procedural processes, establishing verification requirements, and surveilling each card after placement to verify correct confirmation and placement.
