Enclosure Observation Model No. TRUPACT-II, Revision 26 Docket Nos. 71-9218 Model Nos. HalfPACT, Revision 10 Docket Nos. 71-9279 OBS-Sh-1 Describe the potential lead slump and its impact on shielding of the packages under HAC. Revise the safety analysis report to include this discussion.

The HalfPACT design uses lead as shielding material for some payloads.

Licensing drawing No. 163-008, Revision 4, sheet 2; and 163-010, Revision 0, sheet 2, are two examples of the HalfPACT designs that include lead shields.

Table 2-4 of the calculation package SCA-CAL-0001 titled, Shielded Container Criticality Analysis, also provides specific data for the lead shields used in the calculation models. However, the application does not appear to include discussions on the potential lead slump and its impact on shielding of the packages under HAC.

The staff needs this information to determine if the HalfPACT package meets the regulatory requirement of 10 CFR 71.51(a)(2).

OBS-Sh-2 Demonstrate how the sources in the package are kept homogeneously distributed as assumed in the shielding models.

The TRUPACT-II and HalfPACT packages allow two types of source distributions in the packages, homogeneous and concentrated. The applicant calculated the dose rates around the packages using a homogeneous source distribution.

However, the applicant needs to provide additional information on how the source will be distributed homogeneously in the package.

The staff needs this information to determine if the packages are in compliance with the regulatory requirements in 10 CFR 71.47(a) and 71.51(a)(2).
