CALENDAR YEAR (CY) 2020 BASELINE INSPECTION COMPLETION This memorandum documents, in accordance with Inspection Manual Chapter (IMC) 2515, Light -Water Reactor Inspection Program - Operations Phase, the results of Region IIs implementation of the Reactor Oversight Process (ROP) Baseline Inspection Program for Calendar Year (CY) 2020. IMC 2515 defines the baseline inspection program completion for the Reactor Oversight Process (ROP) annual inspection cycle as not more than four inspection procedures not completed, per Region (but not more than one procedure not done per plant).

Based on this definition, Region II did not meet the completion requirements as defined in IMC 2515 for the baseline inspection program for CY 2020. There were five instances in which all aspects of Inspection Procedure 71111.20, Refueling and Other Outage Activities, were not completed within the required frequency. Specifically, inspectors were not able to complete containment closeout walkdowns at Catawba, Hatch, McGuire, North Anna and Oconee due to the COVID-19 public health emergency. It should be noted that other portions of the IP 71111.20 were completed, subsequent containment closeout walkdowns were performed or are planned, and there were no known historical issues related to these licensees outage activities.

Therefore, risks related to the inability to conduct these walkdowns were minimal.

Reactor Program System Report 8a, which is enclosed, provides the completion status of baseline procedures for all Region II sites. Note that along with the status, some procedures have attached Notes as described in IMC 0306. In some cases, procedures are performed on a biennial or triennial frequency and were not required to be performed in CY2020. Also, in some cases, procedures were considered complete with less than the minimum samples because sufficient samples were not available for inspection. Lastly, in other cases, all requirements of the procedure were met by work done in another procedure.

RPS/IR Report 8a does not include security and safeguards inspection program status.

However, the baseline program for security and safeguards for all Region II sites was also completed for CY 2020.
