BEAVER VALLEY POWER STATION, UNITS 1 AND 2 - CORRECTION TO AMENDMENT NOS. 306 AND 196 TO REMOVE LICENSE CONDITIONS B AND C RELATED TO THE IRRADIATED FUEL MANAGEMENT PLANS (EPID L-2019-LLA-0155)

Dear Mr. Grabnar:

On December 28, 2020 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML20030A440), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 306 and 196 to Renewed Facility Operating License (RFOL) Nos. DPR-66 and NPF-73 for the Beaver Valley Power Station, Units 1 and 2, respectively. The amendments removed license conditions B and C related to irradiated fuel management plan funding.

Subsequent to the issuance of the amendments, the licensee notified the NRC by e-mail on January 12, 2021 (ADAMS Accession No. ML21014A114), that there were errors in the pages attached to the license amendment.

Specifically, because the Additional Conditions appendices for Units 1 and 2 were amended, the associated RFOL pages for license condition 2.C(10) for Unit 1 and license condition 2.C(11) for Unit 2 should have been included with the amendment. In addition, page 2 of each amendment letter and attachment should have reflected changes to the RFOL license conditions. Lastly, the implementation date on page C-6 for Unit 1 Appendix C, related to Amendment No. 304, incorrectly reflected 7 days instead of 30 days.

The NRC staff has determined that these errors were made inadvertently and has corrected the errors. The corrections do not change any of the conclusions associated with the issuance of Amendment Nos. 306 and 196 and do not affect the associated notice to the public. Accordingly, Enclosures 1 and 2 to this letter provide corrected pages for Amendment No. 306 for Unit 1 and Amendment No. 196 for Unit 2, respectively.

(7) Iodine Monitoring Energy Harbor Nuclear Corp. shall implement a program which will ensure the capability to accurately determine the airborne iodine concentration in vital areas under accident conditions. This program shall include the following:

1. Training of personnel,
2. Procedures for monitoring, and
3. Provisions for maintenance of sampling and analysis equipment.

(8) Backup Method for Determining Subcooling Margin Energy Harbor Nuclear Corp. shall implement a program which will ensure the capability to accurately monitor the Reactor Coolant System subcooling margin. This program shall include the following:

1. Training of personnel, and
2. Procedures for monitoring.

(9) Steam Generator Surveillance Interval Extension Deleted per License Amendment No. 278.

(10) Additional Conditions The Additional Conditions contained in Appendix C, as revised through Amendment No. 306, are hereby incorporated into this license. Energy Harbor Nuclear Corp. shall operate the facility in accordance with the Additional Conditions.

(11) Mitigation Strategy License Condition The licensee shall develop and maintain strategies for addressing large fires and explosions and that include the following key areas:

(a) Fire fighting response strategy with the following elements:

1. Pre-defined coordinated fire response strategy and guidance
2. Assessment of mutual aid fire fighting assets
3. Designated staging areas for equipment and materials
4. Command and control
