Enclosure Regulatory Audit Plan for Framatome Topical Report ANP-10348P, Revision 0, Fluence Methodologies for SLR Docket No. 99902041 Project No. 728 EPID L-2020-TOP-0045

1.0 BACKGROUND

By letter dated July 31, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20223A016), Framatome, Inc. (Framatome) submitted Topical Report (TR) ANP-10348P, Revision 0, Fluence Methodologies for SLR [subsequent license renewal] (ADAMS Package Accession No. ML20223A019), to the U.S. Nuclear Regulatory Commission (NRC) for review and approval. ANP-10348P provides improved computational methods and qualification for application of Framatomes reactor vessel neutron fluence methods to SLR applications. Framatome has requested that the NRC staff complete its review within one year.

To facilitate the TR review, the NRC staff will conduct a detailed regulatory audit in accordance with Office of Nuclear Reactor Regulation Office Instructions LIC-111, Regulatory Audits, and LIC-500, Topical Report Review Process.

2.0 REGULATORY AUDIT BASES A detailed regulatory basis is provided in Chapter 2, Regulatory Requirements, of TR ANP-10348P. The NRC staff has not identified additional, applicable regulatory requirements at this time.

3.0 REGULATORY AUDIT SCOPE The NRC staff will conduct a five-day audit in a virtual setting, Monday, February 1, through Friday, February 5, 2021. This audit will be a focused period during which the NRC staff will independently develop its draft safety evaluation and identify any open items, which are information needs that Framatome would be required to address before the NRC staff can reach its technical and regulatory conclusions.

4.0 INFORMATION NEEDS Framatome is requested to have staff members available for audit discussions as needed.

Documents referenced in the TR should also be made available.

Ngola Otto, Project Manager (NRR/DORL/LLPB) 6.0 LOGISTICS Audit Dates: February 1 - 5, 2021 The audit will begin with an entrance briefing at 11AM Eastern Standard Time (EST) on Monday, February 1. During the entrance briefing, Framatome is welcome to provide any overview presentations and address preliminary questions.

On Tuesday, Wednesday and Thursday, February 2, 3 and 4, the NRC staff will conduct daily audit exit briefings at 4PM EST with Framatome to identify any new open items and discuss the status of existing open items.

A final audit exit briefing will be held at 1PM EST on Friday, February 5. During the exit meeting, the NRC staff will summarize all outstanding open items and discuss how they will be addressed (i.e., whether via issuance of request for additional information questions or voluntary submittal of information from Framatome).

Framatome should provide details for using an online platform which supports video call for performing the audit (e.g., WebEx) or confirm that it is able to use the platform that can be provided by the NRC (i.e., Microsoft Teams). In addition, a virtual platform to display documents and files with appropriate download restrictions (e.g., Box, Devonway) is requested to facilitate the audit.

7.0 DELIVERABLES A regulatory audit summary will be provided within 90 days of the completion of the audit.
