Dear Mr. Peters:

By letter dated July 31, 2020 (Agencywide Documents Access and Management System (ADAMS)Package Accession No. ML20223A019), Framatome, Inc. (Framatome) submitted for review and approval, Topical Report (TR) ANP-10348P, "Fluence Methodologies for SLR". In the letter, Framatome stated that the TR advances the technology for analyzing fluence-radiation to the reactor vessels. The methodology was developed for determining irradiation degradation in the reactor vessel components, and that the nozzle region is of interest for 80 years of operation. Framatome is also requesting a safety evaluation by July 31, 2021 to support an ongoing analysis for the United States Utilitys Subsequent License Renewal (SLR) application. The NRC staff have found that the material presented is sufficient to begin our review. The NRC staff plan to issue requests for additional information by December 11, 2020, and draft safety evaluation by March 26, 2021.

This schedule information takes into consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide appropriate updates to this information. The NRC staff estimates that the review will require approximately 750 staff-hours including project management. The review schedule milestones and estimated review costs were discussed and agreed upon between Philip Opsal and the NRC staff on September 14, 2020. This email will be placed in ADAMS and made Official Agency Records and declared public.

Section 170.21 of Title10 of the Code of Federal Regulations requires that topical reports are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff-hours will be billed accordingly.
