[External_Sender] RE: Docket No. NRC-2018-0052 -- PROTEST September 22, 2020 Office of Administration Mail Stop: NRC-2018-0052 ATTN: Program Management, Announcements and Editing Staff U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001 RE: Docket No. NRC-2018-0052; Holtec Internationals HI-STORE CIS Facility for Spent Nuclear Fuel, Lea County, New Mexico - Draft Environmental Impact Statement (DEIS) - PROTEST NRC:

San Luis Obispo Mothers for Peace writes in protest of the faulty procedures for the DEIS Webinars on the proposed Holtec Consolidated Interim Storage (CIS)

Facility that were held on six dates, June 23rd through September 2nd, 2020.

As members of communities that will be impacted by the transportation of spent fuel from the Diablo Canyon nuclear plant to any CIS facility; we have the right to be heard in all instances. That wasnt always the case throughout these meetings.

One of our Board Members attended two of these webinars and was not called on despite having registered upon calling in and, in fact, had pre-registered for the first webinar. We have since found out that this was the case for many people. They were left hanging on the phone for hours, waiting without success, for their opportunity to comment.

In SLO Mothers for Peace submitted comments on June 22, 2020 we stated the following and continue to stand by these assertions:

SLOMFP demands that the NRC:

1. Postpone all hearings re: CISF applications until it is safe to gather in large
groups,
2. Expand the hearings to include major cities along the likely routes, including San Luis Obispo, CA, and
3. Leave the public comment period open until at least 180 days beyond all public hearing dates. These dangerous proposals for CIS facilities merit full

participation by all impacted peoples. It would be unconscionable for the NRC to ramrod this process through during this pandemic! Without full public participation, this National Environmental Policy Act (NEPA) process would lack legitimacy and credibility.

We anticipate learning the date of an upcoming public hearing in San Luis Obispo, CA.

Sincerely, SLO Mothers for Peace Board Jane Swanson Molly Johnson Elaine Holder Linda Seeley Nancy Norwood Marty Brown Jill ZamEk Sherry Lewis Carole Hisasue
